1.3 Proposed Screening Levels
The proposed screening levels for selected media are as follows:
• Partner proposes that the analytical results of soil gas and soil samples, specifically, VOCs, PAHs,
PCBs, OCP, and metals, be compared to the screening levels listed in the November 2015 United
States Environmental Protection Agency (USEPA) Regional Screening Levels (RSLs).
• Partner proposes that the screening levels for the analytical results pertaining to TPH-g, TPH-d,
and TPH-mo be the levels proscribed within Table A-2-Shallow Soil Screening Levels (<3m bgs),
Commercial/Industrial Land Use (where groundwater is a current or potential drinking water
source) in general accordance with the January 1994 DTSC Preliminary Endangerment Assessment
Manual.
• Partner proposes that the analytical results of groundwater samples be compared to the February
27, 2015 MCLs promulgated by the DHS, Division of Drinking Water and Environmental
Management. Title 22, California Code of Regulations Division 4. Environmental Health Chapter
15. Domestic Water Quality and Monitoring Article 4.
• Partner proposes that the analytical results of applicable soil gas samples be compared to the
October, 2015 Screening Levels for Volatile Compounds in Ambient Air using the procedures
outlined in HERO HHRA Note 3. Partner proposes that any analytical results of TCE detections
within indoor air samples be compared to the August 23, 2014 indoor air Commercial Accelerated
Response Action Level Screening Levels for Volatile Compounds in Ambient Air using the
procedures outlined in HERO HHRA Note 5.
1.4 Data Quality Objectives
Based on existing data, there are six tasks that are intended to assess potential areas of impact that will
require investigation. The Data Quality Objectives (DQOs) for these six potential areas of impact are listed
below.
1.4.1 Indoor Air Sampling
Problem Statement:
The potential exists that indoor air within, but not limited to, the Quality Cleaners and the east and
west adjacent tenants' suites may contain concentrations of PCE and/or TCE in excess of applicable
regulatory screening levels.
Decision Statement.-
Conduct a vapor intrusion (VI) assessment by inspecting the three tenant suites, analyzing sub-slab
soil gas samples beneath the Quality Cleaners, and analyzing indoor air samples from the three
Sampling and Analysis Plan
Tracy Corners Shopping Center
3225 North Tracy Boulevard
Tracy,California 95376
Partner Project Number SM14-129814
Docket Number HAS-VCA 14/15-108
August 15,2016
Page 3
