Decision Statement.- <br /> Conduct an assessment by sampling soil and groundwater from soil borings within four inferred <br /> locations of the release;two locations will also be assessed with soil gas samples. <br /> Inputs to Decision: <br /> The depth and flow direction of groundwater (as established with groundwater monitoring wells <br /> installed for the PCE plume assessment); analysis of samples for polyaromatic hydrocarbons (PAHs), <br /> polychlorinated biphenyls (PCBs), "wear' metals in accordance with Leaking Underground Fuel Tank <br /> (LUFT) guidance, and VOCs in soil gas; and commercial exposure scenarios. <br /> Boundaries of the Task Investigation: <br /> Geographical: The inferred location of the "contaminated area" could have been approximately <br /> 160 feet south of Clover Road and 290 feet west of North Tracy Boulevard. The reported extent of <br /> the 1991 excavation was rectangular (20 feet wide and 80 feet long) in a north-south orientation. <br /> Two other possible locations are associated with structures that were historically present within <br /> the central and a fourth within the southeast portion of the Site, respectively, as depicted in a <br /> 1975 aerial photograph excerpted from Partner's December 9, 2015 Phase I Environmental Site <br /> Assessment report. <br /> Temporal: This task will be conducted following the assessment of the installation of groundwater <br /> monitoring wells associated with the PCE plume and is anticipated to be conducted in July-August <br /> 2016. <br /> Decision Rule.- <br /> If concentrations of petroleum hydrocarbons, VOCs, PAHs, PCBs, or LUFT "wear' metals in the <br /> proposed soil, soil gas, and groundwater samples contain concentrations greater than applicable <br /> screening levels additional assessment may be warranted. <br /> 1.4.5 Sewer Lateral Soil Gas Assessment <br /> Problem Statement: <br /> The potential exists that PCE and TCE may have been released from the sewer lateral. <br /> Decision Statement.- <br /> Conduct an assessment by collecting shallow soil gas samples from soil gas probes along the <br /> alignment of an approximately 660-foot long sewer lateral associated with the Quality Cleaners to <br /> assess whether a significant release of PCE has occurred from the sewer lateral. <br /> Sampling and Analysis Plan <br /> Tracy Corners Shopping Center <br /> 3225 North Tracy Boulevard <br /> Tracy,California 95376 <br /> Partner Project Number SM14-129814 <br /> Docket Number HAS-VCA 14/15-108 <br /> August 15,2016 <br /> Page 7 <br />
