During the field investigation a photoionization detector (PID) will be used to screen soil for the presence
of contamination. In addition, visual or olfactoral observations will be utilized. If contamination is detected
by any of these means, additional step-out samples may be collected in the vicinity to delineate the lateral
extent of contamination if deemed necessary after discussion with the DTSC.
5.0 SAMPLING PROCEDURES
General field operations, practices, specific sample collection, and procedures must be carefully planned
and implemented to ensure that the data collected in an environmental study are of the highest quality.
This section of the SAP describes pre-field activities and sampling procedures that will be followed for all
media so this goal may be achieved. Figures cited herein are included in the Workplan.
5.1 Field Preparation
Activities related to preparing for field work are described below.
5.1.1 Health and Safety
A Site-specific Health and Safety Plan (HASP) has been prepared in general accordance with the
Occupational Safety and Health Administration guidelines (29 Code of Federal Regulations 1910.120) to
address potential hazards. The HASP is presented in Appendix C. The work outlined in this SAP is a
phased approach which will require various field activities performed by numerous workers. Prior to the
initiation of field work the HASP will be reviewed and signed by field personnel.
5.1.2 Subsurface Utility Clearance
Partner will delineate the work areas with shite spray paint and Underground Service Alert North (USA)
will be contacted at least 48 hours prior to any subsurface work. Additionally, an underground utility
locator will be subcontracted prior to the initiation of field activities, to identify possible subsurface
obstructions and utilities adjacent to proposed drilling locations. Additional considerations will include
hand-angering to a depth of approximately five feet bgs prior to advancing deeper soil borings.
Soil boring locations situated in areas covered in concrete will be cored by a concrete coring service prior
to drilling activities.
5.1.3 Permitting
Prior to advancing soil borings, required permits will be obtained from the San Joaquin County
Environmental Health Department. EHD after the DTSC has approved of the Workplan.
5.2 Proposed Vapor Intrusion Assessment
A vapor intrusion assessment will consist of indoor and outdoor air samples and soil gas samples from
sub-slab probes and a five-foot deep soil gas probe that will be collected during the same sampling
event.
Sampling and Analysis Plan
Tracy Corners Shopping Center
3225 North Tracy Boulevard
Tracy,California 95376
Partner Project Number SM14-129814
Docket Number HAS-VCA 14/15-108
August 15,2016
Page 12
