1 . Introduction <br /> This Site-specific Health and Safety Plan (HASP) has been prepared by Roux Associates, Inc. (Roux) for <br /> use during the drilling and sampling activities being performed by Roux at the former dry cleaning site, located <br /> at 3081 North Tracy Boulevard,Tracy, CA(Site; Figure 1). These activities fall within the scope of operations <br /> covered by the California Code of Regulations, Title 8(T8 CCR), section 5192, Hazardous Waste Operations <br /> and Emergency Response, commonly referred to as the HAZWOPER Standard. In accordance with the <br /> HAZWOPER Standard and T8 CCR Subchapter 4, Construction Safety Orders, this Site-specific HASP was <br /> prepared to address the safety and health hazards and concerns associated with the drilling and sampling <br /> activities. The HASP was also prepared to provide requirements and procedures for the protection of Roux <br /> employees, subcontractor personnel, government oversight personnel, Site personnel, and the general <br /> public. It addresses client-and Site-specific requirements for health and safety. Additionally, subcontractors <br /> may be required to submit their own HASP as it relates to their specific work activities and will be kept onsite <br /> during such work. <br /> Implementation of this HASP is the joint responsibility of the Project Manager (PM), the Site Health and <br /> Safety Officer (SHSO), and all field staff, with assistance from the Project Principal (PP), Office Health and <br /> Safety Manager (OHSM), Regional Health and Safety Manager (RHSM), and Corporate Health and Safety <br /> Director (CHSD) as needed. The PM for this project is Harold Rush. The Site Supervisor (SS) is Josh <br /> Osborne and Site Health and Safety Officer(SHSO) is Josh Osborne. <br /> This HASP will be introduced to, reviewed,and signed by all Roux personnel through a formal training session <br /> prior to commencing work. A copy of the HASP will be kept at the Site at all times. The Roux SHSO or PM <br /> will be responsible for posting any changes, amendments, memos, etc. to the HASP. Any revisions to this <br /> HASP will be signed by appropriate personnel, which can include Roux's PP, RHSM, CHSD, and SS. Any <br /> changes will be announced to all workers at the next safety meeting. <br /> 1.1 Roles and Responsibilities <br /> Overall Roles and Responsibilities(R&Rs)of Roux personnel are provided in Roux's Policies and Procedures <br /> Manual. Only those R&Rs that apply specifically to HASP requirements are listed below. <br /> Project Manager(PM) <br /> The PM has the responsibility and authority to direct all work operations. The PM coordinates safety and <br /> health functions with the SHSO, has the authority to oversee and monitor the performance of the SHSO, and <br /> bears ultimate responsibility for the proper implementation of this HASP. The specific duties of the PM are: <br /> • Preparing and coordinating the Site work plan; <br /> • Providing Site supervisor(s)with work assignments and overseeing their performance; <br /> • Coordinating safety and health efforts with the SHSO; <br /> • Ensuring effective emergency response through coordination with the SHSO; and <br /> • Serving as the primary Site liaison with public agencies and officials, and Site contractors and sub- <br /> contractors. <br /> 3989.0001 S.104/HSP Site-Specific Health and Safety Plan I ROUX 14 <br />
