1.0 INTRODUCTION Partner Engineering and Science, Inc. (Partner), on behalf of Stuart Limited Partnership (SLP), prepared this Sampling and Analysis Workplan (Workplan) for the subject property known as the Tracy Corners Shopping Center located at 3225 North Tracy Boulevard, Tracy, in San Joaquin County, California. This Workplan was prepared in response to the April 24, 2015 Voluntary Cleanup Agreement (VCA) between the Department of Toxic Substances Control (DTSC) and SLP executed on May 6, 2015. This Workplan will focus on, but not be limited to, the suspected release of tetrachloroethene (PCE) from the Quality Cleaners located at 3081 North Tracy Boulevard and within the shopping center. As of July 2015, the Loja Group, LLC (Loja) is the owner of the Tracy Corners Shopping Center. The tasks described in the Workplan are to be performed based on the preliminary findings summarized in Partner's Phase I Environmental Site Assessment (ESA) report and two Phase II ESA reports provided to the DTSC via email on or about May 6, 2015 and the sample analytical results from a May 21, 2015 sampling event via email on May 25, 2015. The scope of work was further discussed in two telephone conference calls with the DTSC, the latest occurring on May 29, 2015. This Workplan was initially revised in accordance with DTSC Workplan review comments provided to the SLP in an email dated January 25, 2016. Specifically, DTSC comments were presented in an October 15, 2015 Memorandum from the DTSC Human and Ecological Risk Office (HERO) and a January 26, 2016 Memorandum from the DTSC Sacramento Geological Services Unit. Additional revisions to the Workplan occurred in response to DTSC comments provided in a letter to Mr. Stuart Sobek dated May 27, 2016, and in an e-mail to Debbie Soukup dated June 24, 2016. 1.1 Authorization SLP provided project authorization through a signed copy of Partner's June 10, 2015 Proposal Number P14-129814.E 1.2 Purpose The primary purpose of this Workplan is to describe the activities proposed to further characterize soil, soil gas, and groundwater for the purpose of obtaining a written designation of No Further Action(NFA) from the DTSC.
