2.2 Project History <br /> According to the December 2004 A/E West Consultants, Inc. (A/E) Phase I ESA report (and <br /> confirmed by Partner in a Phase I completed on the shopping center in December 2014), Quality <br /> Cleaners was operating in the shopping center at 3081 North Tracy Boulevard. Quality Cleaners <br /> reportedly used PCE in a closed loop system as part of the dry cleaning process. A review of the <br /> hazardous waste information system (HAZNET) identified Quality Cleaners as a facility that <br /> maintained liquids containing halogenated organic compounds for the dry cleaning process. A <br /> review of on-site paperwork indicated that the waste material was stored in a 55-gallon drum prior <br /> to removal from the property and disposal by Technichem of Emeryville, California. The current <br /> owner of the dry cleaning facility was reported to be in the process of obtaining a new dry cleaning <br /> machine that did not employ the use of PCE in the cleaning process. At the time of the A/E Phase <br /> I, Quality Cleaners had been a tenant from April 1992 to September 2007 at the shopping center. <br /> A dry cleaner checklist completed by A/E indicated that one floor drain was present in a room <br /> adjacent to the dry cleaning machine and was connected to the sewer system. In addition, the dry <br /> cleaning machine was manufactured in 1991. <br /> During Partner's December 2014 Phase I ESA,Partner noted the presence of a dry cleaning tenant <br /> known as Quality Cleaners.According to an interview with the property manager,this facility has <br /> operated as a dry cleaning facility since 1992. Although the current closed-loop dry cleaning <br /> machine (installed in 2007) used a hydrocarbon-based solvent (DF-2000 Aliphatic Hydrocarbon <br /> Fluid) for dry cleaning purposes, the prior closed-loop dry cleaning machine (operational from <br /> 1992 to 2007),used PCE during the dry cleaning process. <br /> Partner observed two 55-gallon steel drums (one containing new DF-2000 Aliphatic Hydrocarbon <br /> Fluid and one containing dry cleaning process waste sludge) adjacent to the dry cleaning machine. <br /> Steel secondary containment was noted around the dry cleaning machine. According to a May <br /> 2014 report prepared by the Local Hazardous Waste Management Program in King County <br /> (LHWMP, 2014), Washington, a coalition of local governments, a chromatogram from a gas <br /> chromatography-flame ionization detection (GC-FID) analysis of the DF2000 solvent displayed <br /> chromatographically as a mound that contained multiple peaks. Therefore,DF2000 was confirmed <br /> to be a multicomponent hydrocarbon,with carbon chain lengths predominantly between C-10 and <br /> C-12. Analysis via gas chromatography-mass spectrometry (GCMS) confirmed the GC-FID <br /> analysis. Although several peaks representing substituted alkanes were identified below C-10 in <br /> the GCMS analysis, neither toluene nor benzene was detected in the solvent sample. <br /> No significant staining or cracking was observed in the area around the dry cleaning unit or around <br /> the hazardous waste storage area.
