consistent cultivation of the subject property, the aerial photographs do depict what appear to be <br /> two residential structures in the southeast and south-central portions of the Site and a possible barn <br /> and storage of trailers and other working areas that may have been the areas where agricultural <br /> constituents may have been stored or mixed. The depiction of these features is best observed in <br /> the 1982 aerial photograph included in Appendix E. <br /> On February 18, 2016, the DTSC provided Partner with two California Department of Water <br /> Resources (DWR) Water Well Drillers Reports for two municipal water wells within the City of <br /> Tracy. The City of Tracy maintains Well #7 at the Tracy Ball Park near North Tracy Boulevard <br /> and West Grant Line Road approximately 2700 feet south of the Site and Well #4R at Lincoln <br /> Park near Holly Drive and West Eaton Avenue approximately 7500 feet southeast of the Site.Well <br /> #7 is 1148 feet deep with perforations beginning at 337 feet bgs and Well #4R is 1000 feet deep <br /> with perforations beginning at 490 feet bgs. Based on these public supply wells being significantly <br /> upgradient of the Site and given the relatively deep perforations, it is not likely the operation of <br /> these wells would have a discernable influence on the unconfined water table underlying the Site. <br /> The DTSC also provided two May 3, 1991 DWR Water Well Drillers Reports associated with the <br /> documented destruction of two water wells that were within the southeastern portion of the Site <br /> and appear to be associated with the residential structure present in that area of the Site since at <br /> least 1963. The two DWR reports are included in Appendix E and are accompanied by a sketch <br /> showing the locations of the two wells relative to existing shopping center structures and <br /> approximately 225 feet east of the Quality Dry Cleaners suite. <br /> Both Well #1 and Well #2 were constructed with an 8-inch diameter steel casing with depths of <br /> 120 feet bgs and 75 feet bgs, respectively. According to the DWR reports, each well was bailed, <br /> perforated from 15 to 40 feet bgs and filled with tremied neat cement from the bottom of the wells. <br /> Three feet of well casings were removed and the excavations filled with native soil to grade. The <br /> water level was reported to be 6 feet bgs. <br /> Based on the description of the well destruction methodology, it appears the two water wells were <br /> property destroyed in conformance with DWR standards. Given that observation and in <br /> consideration that the two former water wells were approximately 225 feet in the presumed cross <br /> gradient direction relative to the dry cleaners suite, it would appear these two former wells have <br /> not provided a conduit to deeper portions of the aquifer or otherwise influenced the migration of <br /> constituents potential concern associated with the Quality Cleaners. <br /> The following observations are based on view of the aerial photographs in Partner's December 9, <br /> 2015 Phase I ESA report: <br /> Sampling and Analysis Workplan <br /> Tracy Corners Shopping Center <br /> 3225 North Tracy Boulevard <br /> Tracy,California 95376 <br /> Partner Project Number SM14-129814 <br /> Docket Number HAS-VCA 14/15-108 <br /> August 15,2016 <br /> Page 9 <br />
