The 1937 aerial photograph depicts north-south linear striations in soil which could be associated
with soil cultivation within the Site footprint, however, there are no indications of crops or on-site
structures. A north-south irrigation canal appears to be within the western one-third of the Site
footprint.
The 1957 aerial photograph provides no indications of crops; features appearing to be sheds or
outbuildings with disturbed soil are within the southeastern portion of the Site footprint. The canal
is not present.
The 1963 aerial photograph provides no indications of crops. Two residential structures with
associated landscaping are within the east-central and southeastern portions of the Site footprint.
A barn-like structure with smaller sheds or outbuildings are within the east-central portion of the
Site footprint. The ground surface in the east-central portion of the Site footprint between the
northern-most residential structure and the barn appears to be overlaid with hardscape or hard-
packed/gravel-paved surface.
The 1968 aerial photograph indicates conditions, including an absence of crops, are similar to
conditions in the 1963 aerial photograph.
The 1975 aerial photograph indicates conditions, including an absence of crops, are similar to
conditions in the 1963 and 1968 aerial photographs.
The 1982 aerial photograph indicates conditions, including the absence of crops, are similar to
conditions in the 1963 through 1975 aerial photographs. Filters applied to the 1982 photograph
show landscaping and other indications of plant growth within the Site footprint with a red hue.
Features that appear to be agricultural produce hauling trailers are parked en echelon to the
northwest and southwest of the barn. The ground surface in most of the central and eastern portions
of the Site footprint appears to be covered with gravel or other form of a surface material amenable
to driving and parking heavy equipment.
In sum, there is no obvious evidence from review of the available aerial photographs that indicate
the Site was actively cultivated with crops while the western half of the Site historically has been
unpaved and not occupied by structures or equipment. However, off-site areas particularly to the
south and northeast of the Site appear to have been actively cultivated until sometime prior to
1982.
The Site was occupied by what appeared to have been rural and possible farm-related residential
structures with an associated barn, sheds and outbuildings and storage of portable agricultural
equipment. Therefore, while it appears unlikely that environmentally persistent agricultural
pesticides were presumably applied uniformly, for agricultural purposes consistent with normal
Sampling and Analysis Workplan
Tracy Corners Shopping Center
3225 North Tracy Boulevard
Tracy,California 95376
Partner Project Number SM14-129814
Docket Number HAS-VCA 14/15-108
August 15,2016
Page 10
