in the disturbance and redistribution of potential agricultural contaminants in the soil may require
biased, discrete sampling.
The DTSC's August 7, 2008 guidance states that "Based on data from former agricultural
properties over the past seven years, the only pesticide class requiring analyses at agricultural
properties are OCPs, such as DDT, toxaphene, dieldrin, etc. OCPs are biopersistent and
bioaccumulate in the environment. Most other classes of pesticides have relatively short half-lives
and have not been found in the agricultural fields. While paraquat does have a longer half-life in
soil, it has either not been detected or detected rarely at trace levels at sites which DTSC has had
oversight, therefore routine analyses for paraquat is not required for field areas."
In consideration of the foregoing,Partner proposes to analyze ten soil samples from approximately
two feet bgs (or from within native soil beneath recognized imported fill encountered at each
sample location) at the historical locations of barns, sheds, outbuildings and portable agricultural
equipment.
6.0 PROPOSED SCOPE OF WORK
The proposed scope of work for the sampling of indoor air, sub-slab soil gas, soil gas, soil, and
groundwater is outlined below. The methodologies and technical components of the scope of work
are included in the SAP within Appendix B. Field work will be conducted as outlined in the HASP
presented in Appendix C.
6.1 Pre-Field Activities
Partner will delineate the work areas with white spray paint and notify Underground Services Alert
North to clear public utility lines as required by law at least 48 hours prior to drilling activities.
Partner will retain a private utility locator for the purpose of clearing specific boring locations
using magnetometers and ground penetrating radar to identify, but not be limited to, electrical
lines, sewer laterals, and storm water conduits.
6.2 Drilling Permits
Partner will obtain the required drilling permits from the SJCEHD after the DTSC has approved
of the Workplan.
Sampling and Analysis Workplan
Tracy Corners Shopping Center
3225 North Tracy Boulevard
Tracy,California 95376
Partner Project Number SM14-129814
Docket Number HAS-VCA 14/15-108
August 15,2016
Page 21
