The project proponents <br /> understand that land use covenants are not irrevocable and that land use covenants could be revised <br /> in the future if analytical data indicates impacted media are equal to or less than residential screening <br /> levels. <br /> May 2016 United States Environmental Protection Agency Regional Screening Levels <br /> The May 2016 United States Environmental Protection Agency (USEPA) Regional Screening <br /> Levels(RSLs)presented in the Generic Tables are chemical-specific concentrations for individual <br /> contaminants in air, drinking water and soil that may warrant further investigation or Site cleanup. <br /> Partner proposes that the analytical results of soil gas and soil samples, specifically,VOCs,PAHs, <br /> PCBs, OCP, and metals, be compared to the May 2016 RSLs. <br /> February 2016 Environmental Screening Levels <br /> The San Francisco Bay RWQCB has established regulatory agency guidance, Environmental <br /> Screening Levels (ESLs), as an initial screening level evaluation for sites in Region 2. ESLs are <br /> utilized to assess potential threats to human health, terrestrial/aquatic habitats, and/or drinking <br /> water resources due to contaminants in soil, soil gas, and/or groundwater. Under most <br /> circumstances,the presence of contamination below applicable ESLs can be considered to not pose <br /> a significant, chronic (i.e., long-term) adverse risk to the applicable receptor of concern. <br /> Conversely, sites that exceed ESLs generally require further evaluation and/or remediation. The <br /> ESLs were developed using default assumptions (e.g., standard exposure factors) and, <br /> consequently, are only meant for screening level assessments. The ESLs should not be considered <br /> enforceable regulatory standards. Cleanup levels ultimately depend on site-specific factors and <br /> are established by the regulatory agencies on a case-by-case basis. <br /> According to the January 1994 DTSC Preliminary Endangerment Assessment Manual (revised <br /> October 2015), if the DQOs of the investigation are limited to reporting TPH as gasoline, diesel <br /> and motor oil, the 2013 Region 2 residential health-risk-based ESLs may be used for screening <br /> purposes. As noted above, the screening levels that apply to existing and foreseeable future land <br /> use for the Site are commercial/industrial.
