generator of the soil cuttings. The generator of the IDW will be SLP, who will be responsible for
signing any manifests or bills of ladings with the assistance of Partner.
Detailed field records will be developed to document the source and volume of the drill cuttings.
The rinsate and cuttings will be transported by Belshire Environmental Services, Inc. of Foothill
Ranch California, soil will be disposed at U.S. Ecology in Beatty, Nevada and the rinsate will be
disposed at Demenno-Kerdoon in Compton, California. These facilities are permitted by the State
of Nevada and California for disposal and recycling of waste from sites associated with VOCs and
TPH. Characterization and profiling for disposal of the drummed IDW generated as part of the
Site characterization of the Quality Dry Cleaners will be accomplished by collection and analysis
of VOCs by EPA Method 8260B. Characterization and profiling for disposal of the drummed IDW
generated as part of the Site characterization of the 1991 petroleum hydrocarbon release will be
accomplished by collection and analysis of VOCs by EPA Method 8260B, TPH-cc by EPA
Method 801513, and total lead by EPA Method 6010.
6.11 Proposed Land Survey of Monitoring Wells and Sample Locations
A wellhead elevation survey will be conducted to provide surveyed measuring-point elevations
used to assess the elevations of the water table in the monitoring wells. The survey will be
conducted by a California Licensed Land Surveyor. The horizontal well locations (x and y) are
expected to be accurate to 0.1 foot. The vertical measuring point elevation (z) is expected to be
accurate to 0.01 foot. The survey will be conducted in accordance with the State of California
Geotracker requirements. Depths-to-water and corresponding water-table elevation information
will be logged when the monitoring wells are developed. Utilizing the wellhead elevation survey
data, a groundwater gradient map will be prepared utilizing the water table elevations for a
geological, three-point solution.
A survey of the horizontal locations of the remaining sample locations including the six soil
borings along the sewer lateral, the six borings associated with the petroleum hydrocarbon
assessment, and the four soil gas samples along the southern boundary of the subject property, will
be conducted by a California Licensed Land Surveyor in accordance with GeoTracker
requirements.
7.0 PROPOSED REGULATORY SCREENING LEVELS
Partner proposed the following regulatory screening levels be used for comparison of sample
analytical results. Given the existing and foreseeable future use of the Site as a retail shopping center,
the applicable screening levels are those associated with commercial/industrial land use as opposed
to more restrictive and protective residential screening levels. The project proponents, including SLP
and Loja, understand that if commercial/industrial screening levels are applied and used as final
Sampling and Analysis Workplan
Tracy Corners Shopping Center
3225 North Tracy Boulevard
Tracy,California 95376
Partner Project Number SM14-129814
Docket Number HAS-VCA 14/15-108
August 15,2016
Page 30
