1901 Patterson Avenue, Stockton Page 2 of 3
SU-2601156 February 2026
4. Prior to obtaining permits, the EHD requests that a pre-construction meeting be held between
the septic system installer/contractor and Don Chesney Inc.
5. Prior to the issuance of the new septic system permit, destroy the abandoned well under
permit and inspection by the Environmental Health Department as required by San Joaquin
County Development Title, Section 9-601.020(e).
6. The new domestic well to serve the parcel shall be drilled in the extreme northwest corner of
the property as stated in the report to be upgradient to the proposed OWTS. The construction
of the new domestic water well shall be under permit and inspection by the Environmental
Health Department as required at the time of development (San Joaquin County
Development Title, Section 9-601.010 (b)).
7. Prior to issuance of the building permit, submit to the Environmental Health Department
revised site plans showing the location and configuration of any existing and proposed
sewage disposal systems, along with the area required to be reserved for future sewage
disposal repair/replacement (area for 100% sewage disposal replacement). Show on revised
plans that the disposal field area will be barricaded so it cannot be driven over, parked on, or
used as a storage area. This disposal field area must be used for that specific purpose only,
and it cannot contain any underground utility lines.
8. The report mentions requesting a variance for the 100-foot setback between the proposed
new private domestic well and the filter bed due to the site being unable to meet the minimum
requirements.
Based on the information provided, the EHD concurs with the proposed OWTS design as
described and illustrated in this report which includes the following highlighted design criteria:
1. Installation of a P&L Concrete Inc. 2,000-gallon, traffic-rated septic tank, and a three-hole d-
box with a minimum five (5) foot tight line.
2. Double depth filter bed with the dimensions of 40 feet running East to West and 10 feet
running North to South with retaining partition as illustrated in the OWTS design to connect
to the sump measuring two (2) feet wide, ten (10) feet in length, and depth of eight (8) feet.
The filter bed will consist of two four (4) inch diameter perforated lines and capped ends.
NOTE: As stated in the report, the primary filter bed disposal area and 100%
reserve/replacement area must be installed in the northeast corner of the property due to the
space constraints, relative location to existing neighboring wells, and to be cross gradient to
address 1867 N. Patterson Rd.'s domestic well based on the groundwater flow reported in
the study. The new domestic well location shall be 50 feet away from the replacement area
of the disposal field illustrated in the OWTS engineered design.
3. The retaining partition shall be covered with impermeable geo-textile fabric as illustrated in
the engineer designed site plan.
