Universal Health & Safety Plan <br /> For use on all high-risk,industrial and HAZWOPER projects <br /> Department of Toxic Substances Control <br /> 10. Roles and Responsibilities <br /> 10.1 AECOM Project Manager <br /> The Project Manager(PM)has overall management authority and responsibility for all site operations, including safety. The PM <br /> will provide the site supervisor with work plans, staff, and budgetary resources,which are appropriate to meet the safety needs <br /> of the project operations. Some of the PM's specific responsibilities include: <br /> ■ Develop a defined scope of work and project schedule with clear objectives and reasonable milestones. <br /> ■ Budget and allocate the appropriate resources to safely and efficiently complete the work, including technical, <br /> safety and quality reviews. <br /> ■ Prepare a project risk register to support project planning and risk management. <br /> ■ Identify requirements and expectations applicable to the scope of work, site access, client and host facility. <br /> ■ Assemble qualified project and field teams, including subcontractors,with the appropriate training, education and <br /> experience. <br /> ■ Ensure subcontractors are approved in subport and obtain variances for those that have been conditionally <br /> approved. <br /> ■ Review and approve the AECOM safe work plan (SWP)or health and safety plan (HASP)and task hazard <br /> assessments(THAs). <br /> ■ Obtain and review subcontractor SWP/HASP and THAs or equivalent task risk assessment documents. <br /> ■ Conduct a project kick-off meeting to convey information, requirements,and expectations to the field team. <br /> ■ Ensure the field team has all the tools, equipment, instruments, and supplies, including PPE,to perform the work <br /> safely. <br /> ■ Coordinate field activities with the client and/or host facility. <br /> ■ Be visible to and maintain regular communication with the field team. <br /> ■ Verify that technical,safety, and quality reviews are completed as planned. <br /> ■ Verify that AECOM's SH&E policies and procedures are fully implemented. <br /> ■ Coordinate the management of changes identified by the field team. <br /> ■ Address and correct unsafe acts/behaviors and conditions. <br /> ■ Confirm observation, near miss and incident notification and reporting are completed internally,to site and client, <br /> as required. <br /> ■ Conduct a post project review. <br /> ■ Lead by example—walk the talk. <br /> 10.2 AECOM Site Supervisor <br /> The Site Supervisor has the overall responsibility and authority to direct work operations at the job site according to the provided <br /> work plans and HASP.The Project Manager may act as the Site Supervisor while on site.
