AECOM <br /> • Verify that the applicable decontamination steps are clearly defined in the approved SH&E <br /> Plan; <br /> • Verify staff are appropriately trained to execute the defined decontamination procedures; <br /> • Verify that adequate staffing is available to safely conduct the applicable decontamination <br /> steps; <br /> • Confirm that the necessary communications equipment for the project is available; <br /> • Confirm that incident investigations are performed as required and a report is filed. Refer to <br /> S3AM-004-PR1 Incident Reporting, Notifications&Investigation; <br /> • During spill response, all AECOM emergency responders and their communications shall be <br /> coordinated and controlled through the Manager.The individual in charge shall implement the <br /> and shall be responsible for the following tasks: <br /> o Become the individual in charge at the incident until relieved by more qualified personnel; <br /> o Notify the appropriate agency,the AECOM incident Reporting line, and operations. Refer <br /> to S3AM-117-ATT1 Spill Notification Numbers North America for US and Canadian <br /> required notifications; <br /> o Designate a safety supervisor who is knowledgeable about the operations being <br /> implemented at the emergency response site and who will have specific responsibility to <br /> identify and evaluate hazards and to provide direction on the safety of operations for the <br /> emergency at hand. If the safety supervisor judges activities to be an Immediately <br /> Dangerous to Life or Health (IDLH)and/or to involve an imminent danger condition, the <br /> safety supervisor shall have the authority to alter, suspend, or terminate those activities. <br /> The safety official shall immediately inform the individual in charge of the ICS of any <br /> actions needed to be taken to correct these hazards at the emergency scene; <br /> o Identify all hazardous substances or conditions present and address as appropriate site <br /> analysis, use of engineering controls, maximum exposure limits, hazardous substance, <br /> and handling procedures; <br /> o Implement appropriate emergency operations. Refer to S3AM-010-Emergency Response <br /> Planning; <br /> o Limit the number of emergency response personnel at the emergency site; <br /> o Implement the buddy system in groups of two or more; <br /> o Confirm that the PPE worn is appropriate for the hazards to be encountered; <br /> o Implement appropriate decontamination procedures after emergency operations have <br /> terminated. <br /> • Responsibility for the emergency response shall be transferred upon arrival of a more qualified <br /> AECOM Incident Commander or a Public Service Incident Commander. <br /> • Confirm appropriate communications concerning an emergency event are initiated as per <br /> S3AM-010-PR1 Emergency Response Planning and SR1-003-W12 Disruptive Event Response <br /> Instruction. <br /> 4.1.2 SH&E Manager or designee <br /> • Provide technical guidance for: <br /> o The development and implementation of SH&E Plans and Emergency Response Plans; <br /> o The Incident Commander regarding the correct way to respond to the spill; <br /> o Project-specific Spill Response Plans when required; <br /> Hazardous Waste Operations(S3AM-117-PR1) <br /> Revision 3 July31,2019 <br /> PRINTED COPIES ARE UNCONTROLLED.
