AECOM <br /> 4.5.6 Level A Ensemble <br /> The Level A ensemble provides the highest level of both respiratory and skin protection, up to and <br /> including protection against skin contact with vapor-phase contaminants. The use of Level A PPE <br /> requires prior approval by the Americas SH&E Director. <br /> Specific Level A ensemble components will be determined on a case-by-case basis by the SH&E <br /> Department. <br /> 4.6 Emergency Response Plans <br /> 4.6.1 A Location Specific Emergency Response Plan shall be developed and implemented to handle <br /> anticipated emergencies prior to performing emergency response operations.The plan shall be in <br /> writing and available for inspection and copying by employees, their representatives, and OSHA <br /> personnel. The plan shall be reviewed and approved by the SH&E Manager prior to issue. <br /> 4.6.2 AECOM'S S3AM-010-PR1 Emergency Response Planning shall apply and employees shall <br /> evacuate from the danger area whenever an emergency occurs, provided the associated contract <br /> does not require AECOM to provide emergency response services <br /> 4.6.3 AECOM Employees are not expected to take action or to participate in rescues or responses to <br /> chemical releases beyond the initial discovery of the release and immediate mitigation actions such <br /> as closing a valve, placing absorbents, and notifying the client and or public emergency response <br /> system (911). <br /> • If AECOM Employees are to participate in the response to a chemical release beyond the <br /> initial reaction,there shall be a contractual provision for this response and the Employees shall <br /> be specifically trained for this response; <br /> • This document is designed to provide guidelines on how to prepare a written plan that will <br /> confirm prompt and proper response to an emergency situation that arises during field <br /> investigations and to outline the duties of AECOM Employees during a field emergency and <br /> the associated training requirements. <br /> 4.6.4 Site specific SH&E plans that are prepared to comply with the HAZWOPER standard (29 CFR <br /> 1910.120)shall address emergency response.This standard specifically outlines the elements that <br /> shall be contained in an emergency response plan. However, the definition of emergency <br /> response, as written in 29 CFR 1910.120,focuses on emergencies involving the uncontrolled <br /> release of hazardous substances. Under 29 CFR 1910.120, an employer can opt to evacuate <br /> employees from the danger area when such an emergency occurs.AECOM does not expect its <br /> Employees to actively assist in the handling of uncontrollable chemical releases that may occur <br /> during the implementation of field programs.As such, and as provided by the HAZWOPER <br /> standard,AECOM is exempt from the emergency response plan requirements of the standard as <br /> long as it provides an emergency action plan within the SH&E PLAN that complies with 29 CFR <br /> 1910.38 (a). Therefore, all emergency response plans required under 29 CFR 1910.120 will be <br /> written to comply with 29 CFR 1910.38(a). <br /> • There are two types of emergency situations that AECOM personnel shall be prepared for and <br /> that shall be addressed in the emergency response plan. These include: <br /> o Emergencies related to the operations of our clients at the facility where AECOM is <br /> working; <br /> o Emergencies related to our own on-site activities/investigations. <br /> • Employees are not to accept the role of Incident Commander without specific authority from <br /> the SH&E Manager and the Manager responsible for the project.Assuming the role of the <br /> Incident Commander requires training beyond the scope of this Procedure. <br /> Hazardous Waste Operations(S3AM-117-PR1) <br /> Revision 3 July31,2019 <br /> PRINTED COPIES ARE UNCONTROLLED.
