Cleanup in Vulnerable Communities'Initiative Final Project Reference:Bobson Cleaners <br /> Discovery and Enforcement Discovery Project Number:60688620-5.1 <br /> Investigation Work Plan <br /> containing either waste oil and/or petroleum. It is unknown if both were stored in the UST or if there were two <br /> USTs onsite.The USTs were listed as inactive on the EDR report and contained waste oil and petroleum. No <br /> other information is available on the EnviroStor or GeoTracker websites for this facility. Due the unknown <br /> historical information from the case closure of the USTs, regulatory status,and hydrogeological position relative <br /> to the Site(i.e., up-gradient),this facility presents a REC to the Site. <br /> • Manteca Tire(201 West Edison Street)is located approximately 235 feet to the west of the Site and listed on <br /> the EDR as RCRA NonGen/NLR, CERS Haz Waste, CERS, HTWS. This facility is listed as a chemical <br /> storage facility and has had several violations related to its business plan, uploading of documents and <br /> emergency response plans. The facility was also found in violation of not accurately reporting hazardous <br /> materials stored onsite. A bulk 200-gallon oil AST, bulk 200-gallon waste oil AST, 55-gallons of new antifreeze, <br /> and 55-gallons of waste antifreeze were found onsite and not properly reported in 2015. Due to unknown <br /> historical information regarding the stored chemicals on the facility,this facility presents a REC to the Site. <br /> No controlled RECs, historical RECs, or de minimis conditions were identified in connection with the Site during the <br /> ESA. <br /> Based on the above-described activities,AECOM recommended conducting a limited Phase II ESA to further assess <br /> the following RECs and items of concern: <br /> • Conduct a site investigation around the former dry cleaner to assess potential chlorinated solvent impacts to <br /> media of concern at the Site. <br /> • Conduct soil vapor sampling onsite to assess potential for vapor encroachment condition (VECs)from off-site <br /> sources, i.e.the historical USTs and automotive repair located to the west,southwest and north of the Site. <br /> • Although not a REC, impacts resulting from the presence older structures built before 1973,the potential for <br /> asbestos-containing materials, lead-based paint,and pesticides is likely and is a potential item of concern; <br /> therefore,AECOM recommends collecting soil samples throughout the Site and analyzing for asbestos,lead- <br /> based paint,and pesticide(termiticide)impacts. <br /> Aside from the 2023 AECOM Phase I ESA, no other reports have been prepared in connection with the Site. <br /> 2.7 Future Water Supply <br /> The Site is located within the Eastern San Joaquin Valley subbasin of the San Joaquin Valley aquifer system and is <br /> covered by the Eastern San Joaquin Groundwater Authority. <br /> 2.8 Observations from Site Reconnaissance <br /> As part of the Phase 1 ESA, a site reconnaissance was conducted by AECOM on August 9,2022,with the intent of <br /> contacting the Site owner/manager.The site visit methodology consisted of walking over accessible areas of the Site, <br /> the perimeter, and portions of the surrounding area.At the time of the site visit,the Site was a commercial building <br /> occupied with two commercial businesses. AECOM did not have access to the interior of the structure. AECOM was <br /> able to access the entry way of each business upon arrival and made visual observations and documented what was <br /> seen. No features of the former dry cleaner could be seen inside of either business during the site visit. <br /> The Site is developed with a rectangular-shaped single-story building on the eastern portion of the Site,and the <br /> remainder of the Site is asphalt-paved parking lot,with the exception of the southwestern corner which is a dirt lot. <br /> The building is occupied by two businesses, Best Foot Massage and His Will Insurance. There is a PG&E pad- <br /> mounted transformer and a natural gas meter near the northwestern corner of the of the building. PG&E supplies the <br /> building with natural gas and electricity. Utility poles run east and west along the northern and southern boundaries of <br /> the Site. No visual evidence of present ASTs or USTs, irrigation or potable water wells, monitoring wells,dry wells, <br /> clarifiers,septic systems, discolored soil,standing surface water, stressed vegetation, or unusual odors was observed <br /> on the Site. <br /> Prepared for: Department of Toxic Substances Control AECOM <br /> 9 <br />
