<br /> According to the city directories reviewed during the Phase I ESA,the Site has been occupied for at least the past 13
<br /> years. Previously,the Site operated as a dry-cleaning facility.
<br /> 2.4.3 Business Type and Years of Operation
<br /> The Site was vacant until the 1950s, when the area began developing residential and commercial structures onsite
<br /> and in the surrounding areas. Bobson's Cleaners was in operation from at least 1968 to 2005. From 2010 to present,the
<br /> Site has been occupied by an insurance office,therapist,and massage parlor.
<br /> 2.4.4 Site Zoning
<br /> The Site is currently zoned for CMU—Mixed Use Commercial.
<br /> 2.5 Surrounding Property Land Uses
<br /> The Site is in an area of built-up urban development.The current land uses on the adjoining properties are
<br /> summarized as follows(Figure 3):
<br /> North and East: Bank of Stockton is adjacent to the north and east of the Site.
<br /> South: Citi Bank occupies the property south across East Edison Street.
<br /> West: F&M Bank and Manteca Tires are located across North Main Street to the west of the Site.
<br /> 2.6 Previous Site Assessments
<br /> AECOM conducted a Phase I ESA in general accordance with the scope and limitations of American Society for
<br /> Testing and Materials International (ASTM International)Standard Practice Designation E 1527-21 for ESAs (AECOM
<br /> 2023).Through records reviews, interviews and site inspections, background research was conducted to collect
<br /> pertinent information. Numerous information sources, including agency files, owner/operator records, professional
<br /> trade organizations, maps, and photographs, were reviewed.Through personal visits, phone calls or emails,
<br /> interviews with owners, operators, occupants, developers, neighbors, and agency representatives were also
<br /> conducted to obtain information not readily available through file reviews (e.g., drinking water supplies, aquifer data).
<br /> The ESA revealed the following evidence of RECs:
<br /> • The Site is registered with the EPA with EPA ID No. CAD981638182 and is listed in the EDR database. Ernest
<br /> and Violet Bobson are noted as owner/operator of Bobson Cleaners from 1987 until September 22,2005.A
<br /> total of 127 manifest for tetrachloroethylene(PCE)waste were identified on the HWTS database from 1993
<br /> until 2005.The dry cleaner is noted as operating from at least 1969 until 2005.On May 2,2001,the San
<br /> Joaquin County Emergency Services were reportedly notified of a 30-gallon PCE release due to power failure.
<br /> The boiler also overflowed, and evacuation of the building was required.The Site case is listed as open with
<br /> vapor intrusion verification monitoring needed.The historical dry cleaner operations utilizing PCE from at least
<br /> 1993 until 2005 with a reported spill is considered a REC.
<br /> • Former Manteca Equipment Rental(616 North Main Street)is identified in the site-specific EDR database listed
<br /> as LUST, Cortese, Hist Cortese, CERS. The facility had an open LUST case with CRWQCB from January 15,
<br /> 1991,to October 20, 1999,when the case was closed. The facility was also listed as having active remediation
<br /> completed onsite starting on January 15, 1997.
<br /> • Manteca Ford (555 North Main Street)is located to the southwest approximately 257 feet from the Site and is
<br /> listed on the EDR as RCRA-SQG, SWEEPS UST, Hist, UST, CA FID UST,AST, CERS, CERS Haz Waste,
<br /> CERS Tanks, and UST. According to information provided in the environmental database report,this facility
<br /> had two 1,000-gallon LISTS(waste oil and gasoline)and an AST of unknown use or capacity. The USTs were
<br /> listed as inactive on the EDR report. No other information is available on the EnviroStor or GeoTracker
<br /> websites for this facility. Due the unknown historical information from the case closure of the LISTS, regulatory
<br /> status,and hydrogeological position relative to the Site(i.e., up-gradient),this site presents a REC to the Site.
<br /> • Delta National Bank(611 North Main Street)is located approximately 66 feet to the west,southwest of the Site
<br /> and is listed on the EDR as UST, SWEEPS UST, CA FID UST. This site is listed as having one UST
