A=COM <br /> 3.13 S3AM-331-FM1 Underground Utilities&Subsurface Installation Clearance Checklist <br /> 4.0 Procedure <br /> 4.1 Roles and Responsibilities <br /> 4.1.1 Manager <br /> • Confirm the development of the project SH&E Plan and compliance with this procedure. <br /> • Confirm the appropriate equipment and materials are available to conduct the drilling, boring or <br /> direct-push operations. <br /> • Confirm compliance with S3AM-331-PR1 Underground Utilities. <br /> • Review the S3AM-331-FM1 Underground Utilities&Subsurface Installation Clearance <br /> Checklist prior to authorizing work to proceed. <br /> • Confirm that employees conducting drilling, boring or direct-push probing possess any required <br /> training, registrations or certifications. <br /> • Confirm all employees involved and affected by the task review the SH&E Plan, S3AM-331- <br /> FM1 Underground Utilities&Subsurface Installation Clearance Checklist and Task Hazard <br /> Assessment(THA)prior to work commencing. <br /> • Confirm an equipment maintenance inventory is maintained, schedules adhered to and <br /> appropriate inspections of equipment are conducted. <br /> • Provide authorization (with the concurrence of the Site Supervisor and SH&E Manager)for <br /> work to resume if interrupted due to unexpected conditions or events. <br /> 4.1.2 Safety, Health &Environment(SH&E)Manager <br /> • Assist AECOM management as needed by providing guidance and clarification as to issues <br /> that may arise. <br /> • Review the project SH&E Plan to confirm compliance with jurisdictional regulations. Provide <br /> technical guidance as needed when a variance is pursued related to this procedure. Confirm <br /> variance process meets requirements identified in S2-001-SM1 Global SH&E Management <br /> System Manual. <br /> 4.1.3 Employees <br /> • Maintain training as appropriate to the work to be completed (e.g., ground disturbance, lockout <br /> tagout, equipment operation, etc.). Refer to S3AM-003-PR1 SH&E Training. <br /> • Review the SH&E Plan, S3AM-331-FM1 Underground Utilities& Subsurface Installation <br /> Clearance Checklist and Task Hazard Assessment(THA)prior to work commencing. <br /> • As appropriate to the anticipated or encountered hazards and as addressed in the applicable <br /> planning documentation, utilize appropriate personal protective equipment(PPE)and <br /> applicable training, practices and operating procedures. <br /> • Immediately notify the Manager of any unanticipated conditions or events. If assigned <br /> equipment, perform appropriate inspections and confirmations of maintenance and/or repairs. <br /> 4.2 Training <br /> 4.2.1 All on-site employees involved with drilling, boring, and direct-push probing shall be trained, at a <br /> minimum, in these procedures and in the procedures of S3AM-331-PR1 Underground Utilities. <br /> 4.2.2 All operators and assistants shall have the appropriate safety training based on the SH&E Training <br /> Matrix and any additional training assessments developed at the business group, and be versed in <br /> the equipment to be utilized. <br /> • Refer to S3AM-003-PR1 SH&E Training. <br /> Drilling,Boring,&Direct Push Probing(S3AM-321-PR1) <br /> Revision 2 July 31,2019 <br /> PRINTED COPIES ARE UNCONTROLLED.
