Phase II Subsurface Investigation Proposal
925 North Wilson Way
Stockton,California 95205
Partner Proposal Number P20-289399.3
September 22 2020 , 2020
Page 13
• Notify the applicable regulatory agencies a minimum of two business days prior to c
activities;
• Notify Underground Service Alert North (USAN) a minimum of two business days priu.
activities to clear public utilities;
• Clear boreholes of utility lines through a geophysical survey. Boring placement will be mop
necessary based on the geophysical survey results to avoid damaging underground fe
Additionally, to the extent practical based on subsurface lithology, clear boring locations usin(
tools;
• Advance five borings in the vicinity of the former on-site cleaning operations (with a bias t(
hazardous material storage areas, drains, sewer laterals, etc.) to a terminal depth of 15 fec
collecting soil samples at 2, 5, 10, and 15 feet bgs;
• Field-screen each sail sample using a photoionization detector (PID);
• Prepare up to 20 soil samples for laboratory analysis;
• Install a temporary soil gas probe in each boring at 5 feet bgs. The final screening depth a
borehole will be adjusted based on the encountered lithology. In general, probes will be sc1
within coarser-grained materials and clayey/saturated intervals will be avoided, if possible;
• Purge each probe, then collect and prepare up to five soil gas samples for laboratory analysis
laboratory-provided, batch-certified SUMMA canisters and flow controllers with a 5- to 10-1
sample period;
• Analyze each soil gas sample (up to five soil gas samples total)for chlorinated solvents [specifical
trichloroethylene (TCE); cis-1,2-dichloroethylene (DCE); trans-1,2-DCE; 1,1-DCE; and vinyl chlori
EPA Method TO-15/8260;
• Based on field-screening results, analyze one soil sample per boring (five soil samples an
groundwater samples total) for chlorinated solvents via EPA Method 8260;
• If elevated PID readings are not detected and visual/olfactory impacts are not noted, the soil
from immediately beneath the feature of concern will be analyzed. If impacts are detected in tht
analyzed sail samples at concentrations exceeding regulatory guidelines, additional analysis of 1
samples (up to the terminal depth of the borings) maybe required. Refer to the assumptions bel
the cost for analysis of additional samples beyond the scope of this proposal; and
• Prepare a report detailing field activities, methods, and findings as well as potential risk and regl
requirements, as applicable.
Assumptions
Partner has prepared this quotation under the following assumptions:
The work will be performed without regulatory supervision;
• Fieldwork will be performed during regular business hours (7:00 a.m. — 5:00 p.m. Monday tt
Friday, excluding holidays). Additional fees will apply for work conducted outside of regular b1
hours;
• Only the SJCEHD drilling permit will be required to complete this investigation;
Permitting fees will not exceed $456. If required, Partner will remit any additional necessary pert
fees on behalf of the Client at cost plus 10% mark-up;
To allow for utility marking per State law, no subterranean work may commence less than a mil
of two business days from receipt of the signed agreement;
• A minimum fee of $500 will be assessed for Client-directed cancellation of the projec
authorization has been provided;
PART
