Cancun Restaurant - 2 - 2 May 2019
135 East Miner Street
Stockton, San Joaquin County
ether (DIPE), ethyl tert butyl ether (ETBE), tert amyl methyl ether (TAME), tertiary butyl alcohol
(TBA), 1,2-dichloroethane (1,2-DCA), and ethylene dibromide (EDB).
In an email dated 1 May 2019, AGE provided additional information regarding depth discrete
grab groundwater sampling. AGE stated that grab groundwater samples would be collected at
approximately 20, 60, and 100 ft bgs in borings CPT-2, CPT-3, and CPT-4, and at
approximately 100 ft bgs in boring CPT-1.
Central Valley Water Board staff generally concur with the scope of work presented in the Work
Plan, provided the following comments are addressed. Please submit a Well Installation and
Site Assessment Results Report by 30 August 2019. Central Valley Water Board staff
comments follow:
1. Based on the groundwater gradient and historic grab groundwater data, the proposed
location of well MW-3A is north, and cross gradient to the anticipated down-gradient flow
direction from well MW-1A and the former UST pit. Therefore, please modify the
location of MW-3A adjacent to existing B interval well MW-3B. In addition to being
located more in line with the anticipated groundwater flow direction, this location will also
allow for comparison of concentrations across depth in the same area.
2. Based on historic grab groundwater data, and data from wells MW-1A and MW-1B, A
and B interval wells should be installed to the north of MW-1A and MW-1 B to define the
extent of petroleum impact in this direction and to provide repeatable data points.
Therefore, please install a well screened in the A interval, and another in the B interval,
to define the extent of impact near soil boring B2.
3. In a letter dated 31 August 2018, Central Valley Water Board staff requested collection
of additional soil gas and ambient air sampling, and submission of a results report by
31 December 2018. To date, this report has not been submitted. By 1 August 2019,
submit a soil gas sampling results report.
4. In the 31 August 2018 letter, Central Valley Water Board staff requested comprehensive
soil and groundwater data tables, including sample collection depth, be included in the
Work Plan. While data tables were included, the sampling depth of grab groundwater
samples from borings B1 through B5 was not included. Please update comprehensive
data tables to include sample depth for all soil and grab groundwater samples.
Comprehensive data tables should be included in the results report due
30 August 2019.
5. In the 31 August 2018 letter, Central Valley Water Board staff requested submission of a
Revised Sensitive Receptor Survey, provided DWR well completion reports are now
available. To date a Revised Sensitive Receptor Survey has not been submitted. By
30 June 2019, please submit either a Revised Sensitive Receptor Survey, or an update
on receiving well completion reports from the Department of Water Resources with a
proposed submission date for the Revised Sensitive Receptor Survey.
6. In the 31 August 2018 letter, Central Valley Water Board staff requested submission of
the following documents to the State Water Resources Control Board's Geotracker
website:
