CP26 - UST FULL Inspection Report <br />Date: <br />March 19, 2026 <br />Facility Address: <br />800 S CHEROKEE LN, LODIPLAZA LIQUOR #1 <br />Facility Name: <br />Environmental Health Department <br />44 23 CCR 16 2643(c) and (d); HSC 6.7 25288 2031031 - Facility has corrected all previously cited violations <br />OBSERVATION: Owner/Operator did not correct violations cited in the UST inspection report dated 3/14/2025 within the <br />required time frame of receiving an inspection report from either the UPA or special inspector. <br />REGULATION GUIDANCE: § 2643. Operating Requirements for Underground Storage Tanks. (a) Owners and operators <br />must use care to prevent releases due to spilling or overfilling. Before hazardous substance is delivered, owners, <br />operators, or their agents must ensure that the space available in the tank is greater than the volume of hazardous <br />substance to be transferred to the tank and must ensure that the transfer operation is monitored constantly to prevent <br />overfilling and spilling. Page 30 of 70 (b) All underground storage tanks must be operated and maintained to <br />manufacturer’s specifications. (c) For each minor violation issued by the Unified Program Agency or the Board, the owner <br />or operator must correct the violation in accordance with section 25404.1.2 of the Health and Safety Code. (d) For all <br />other violations issued or recommendations contained in an inspection report by the Unified Program Agency, the Board, <br />or a special inspector, the owner or operator must correct the violation, implement the recommendation, or demonstrate <br />why the recommendation should not be implemented in accordance with section 25288 of the Health and Safety Code. <br />(e) Except as provided in section 2631(d), at least one facility employee with current training must be on site at the <br />underground storage tank facility during all operating hours. <br />CORRECTIVE ACTION: Correct all violations cited on the inspection report provided by the UPA or special inspector <br />within 30 days. <br />This is a Repeat (Class 2) Violation. <br />Inspector Phone: <br />(209) 616-3064 <br />Inspector: <br />Maria Lopez, EHS <br />Date: 3/19/2026 <br />Printed Name and Title: <br />Govinder Singh Atwal, Owner <br />Received by: <br />AFTER THE COMPLIANCE DATE, EHD WILL BILL FOR ALL TIME AND ACTIVITIES ASSOCIATED WITH BRINGING THIS <br />FACILITY BACK INTO COMPLIANCE. <br />THIS FACILITY IS SUBJECT TO REINSPECTION AT ANY TIME AT EHD'S CURRENT HOURLY RATE. <br />Overall Inspection Comments <br />Complete and submit a copy of the Return to Compliance Certification form to the email RTC@SJGOV.ORG with a <br />statement documenting the corrective actions that have been or will be taken for each violation, and any supporting <br />paperwork, by 4/18/2026 for minor violations and 5/19/2026 for all other violations. <br />To minimize person to person contact EHD is choosing to write the name of person receiving the report instead of <br />having them sign. Starting July 1, 2025, all in-office CERS help will be provided at the EHD hourly rate ($179).
