In addition, the soil sample collected near the inground <br /> lift will also be analyzed for PCBs and the soil samples in the unpaved areas north and west of <br /> the Site building will be analyzed for Resource Conservation and Recovery Act (RCRA) 8 Metals. <br /> Task 2: Soil Gas Probe Installation and Sampling: <br /> Four soil borings will be completed as temporary gas probes. The probe will be constructed using <br /> 0.25-inch diameter Teflon tubing connected to a 1-inch plastic probe tip. The probe tip will be <br /> placed in the middle of an annular filter pack composed of Lonestar No. 3/12 sand placed between <br /> 4.5 and 5.5 feet bgs. The probe will then be sealed with a 1-foot layer of dry granular bentonite <br /> followed by hydrated granular bentonite to grade. Water will be added at the surface to hydrate <br /> the upper portion of the granular bentonite to ensure proper sealing during sampling activities. <br /> Sampling of soil gas will be conducted by vacuum testing and purging the wells and by using helium <br /> as a tracer compound. The soil gas samples will be collected through a calibrated flow controller <br /> and into one-liter laboratory-supplied evacuated canisters. Soil gas samples will be analyzed for <br /> VOCs using US EPA Testing Method TO-15. <br /> 1.2 Site Description and Chemicals of Concern <br /> The Site, which consists of a commercial office building and an automobile service building, is <br /> located on the northwest side of Doctor Martin Luther King Junior Boulevard and South Madison <br /> Street in a mixed commercial and residential area of Stockton, California. AEI recently completed <br /> a Phase I Environmental Site Assessment (ESA) for the property, as documented in our report <br /> dated January 28, 2021. The following Recognized Environmental Conditions (RECs) were <br /> identified. <br /> • the Site building located at 1319 South Madison Street has been utilized as an auto repair <br /> business since 1949. Based on the use of the Site for auto repair operations for 72 years <br /> (which included many years of operation during a time when regulatory oversight with <br /> respect to hazardous substance/petroleum product storage/waste generation would not <br /> have been in place), and noted violations/impacted soil removal, the auto repair <br /> operations are representative of a REC. In addition, an inground hydraulic lift was noted. <br /> Due to the age of the equipment, the integrity of the equipment during its former <br /> operation is unknown; therefore, the potential exists that a release of hydraulic fluid which <br /> may have contained polychlorinated biphenyls (PCBs) has occurred on site. Therefore, <br /> the presence of the former hydraulic lift represents a REC. <br /> • The immediately adjoining/upgradient property at 163 French Camp Turnpike (to the <br /> northeast, beyond road, approximately 50 feet) is listed as, Aalhini & Stefani Gas and <br /> Aalimbini & Baroni (Gasoline and Oil Service Stations) in 1940 and 1946. This property <br /> may pose a threat for vapor phase contaminant migration to the Site and AEI recommends <br /> further investigation to assess whether a vapor phase migration concern exists at the Site. <br /> Contaminants of concern are petroleum and chlorinated VOCs, PCBs, and metals. <br /> Page 2 <br />
