Health and Safety Plan <br /> 1319 & 1327 South Madison Street, Stockton, CA <br /> 432770 <br /> 2.0 IDENTIFICATION OF KEY HEALTH AND SAFETY PERSONNEL <br /> An efficient on-site operation requires that all key personnel be identified and that their roles and <br /> responsibilities be clearly defined. Below is a discussion of the management structure for this <br /> project. <br /> 2.1 Principal in Charge/Senior Author <br /> Responsibilities include overall coordination of client services, scope of services, and site activities. <br /> The AEI Principal in Charge (PIC)/Senior Author has overall accountability and responsibility for <br /> the scope of services, the safety of operations and the health and safety of all personnel. <br /> 2.2 Regional Health and Safety Representative <br /> The Regional Health and Safety Representative (H&SR) and AEI Health & Safety Director are <br /> resources for development of the site-specific HASP and will be consulted on all related health <br /> and safety issues that arise in the field, including any changes in the HASP. The Regional Health <br /> and Safety Representative will be the HASP Reviewer. The Regional Vice President and Director <br /> of Operations may be acceptable Health and Safety Representatives or an alternative may be <br /> assigned per region. The Health and Safety Director will make all final decisions regarding <br /> questions on the HASP. <br /> 2.3 Site Supervisor/ Project Manager <br /> The Site Supervisor/ Project Manager (PM) is responsible for field-related activities under the <br /> direction of the Senior Author and for maintaining field operations in accordance with project <br /> requirements. This person is responsible for enforcing daily implementation of the HASP and <br /> resolving health and safety issues (with changes reviewed with the Regional H&SR). In addition, <br /> this person will: <br /> • Establish and ensure maintenance of site work zones. <br /> • Monitor the work area and personal breathing zone and ensure compliance of workers <br /> relative to pre-established personal protection levels. <br /> • Evaluate site conditions (i.e., weather, chemical, physical) and recommend any <br /> modifications to existing levels of protection. <br /> • Ensure that daily safety briefings are conducted and documented in this HASP (see Section <br /> 9) or in the field logbook. <br /> • Initiate emergency response procedures with immediate communication to the project <br /> manager. <br /> • Exercise stop-work authority in the event of imminent danger to project personnel. <br /> • Notify PM of any noncompliance and/or unsafe conditions. <br /> • Conduct regular inspections to determine effectiveness of the HASP. <br /> 2.3 Site Safety Officer <br /> The AEI Site Safety Officer (SSO) is responsible for implementation of the HASP and for making <br /> decisions in the field regarding changes to the HASP that may result as the work activities/tasks <br /> are executed (may be the same person as the PM). The SSO will brief contractors and AEI <br /> personnel on the requirements of the HASP, answer questions and perform site inspections to <br /> ensure that the HASP is being properly implemented by all onsite personnel. <br /> Page 3 <br />
