Health and Safety Plan <br /> 1319 & 1327 South Madison Street, Stockton,CA <br /> 432770 <br /> A E I <br /> Consultants <br /> • Between USTs and dispensers and/or 7 feet of the location of known or suspected product <br /> lines(Figure 1) <br /> • Within 5 feet of the edge of any inactive UST of a capacity of< 2,000-gallons <br /> • Note that some petroleum companies may have their own safe distance <br /> guidelines, some of which may be more restrictive and must be followed. <br /> Please check prior to drilling. <br /> Other <br /> • Within 6 feet of any high-pressure gas line,fiber optic cable,or water main <br /> • Within 10 feet of overhead power lines(25kV and higher),or 5 feet for lower voltage lines <br /> (such as typical service lines to a building), unless appropriate line insulation wrapping <br /> has been installed by a utility or authorized private utility firm. <br /> • Within 2 feet of any utility identified onsite except for landscape irrigation lines <br /> 2.2 Refusal Conditions During Hand Clearing <br /> Hand clearing methods(e.g. hand augering)are detailed in Section 3.4.5. The following details <br /> the policy as it relates to hand clearing. <br /> • Only a moderate amount of force should be used with hand clearing. Excessive force <br /> should not be used to advance a hand auger. <br /> • If an obstruction is found,the boring and cuttings should be examined. Other tools may <br /> be used to break up an obstruction as long as that obstruction is determined to not be a <br /> potential utility. Signs of a potential utility include the presence of fill material(non-native <br /> material), utility tape, pea gravel. <br /> • If an indication of a potential utility is present, then the boring location should be moved <br /> and direct clearing should be attempted again. <br /> • If,after 3 tries,the boring cannot be cleared to a depth of at least 5 feet or to the depth <br /> of the deepest suspected utility, then the boring location should be reviewed by a senior <br /> professional. Only a senior professional may decide to drill without clearing the boring to <br /> a depth of at least 5 feet or to the depth of the deepest suspected utility. <br /> • If an actual utility is identified in the hole,the procedure in Section 2.3 should be followed. <br /> 2.3 Encountering Utilities <br /> If a utility is encountered either during clearing activities or during drilling,the following procedure <br /> should be following: <br /> 1. Immediately cease all drilling activities. <br /> 2. If there is an immediate hazard, the area should be evacuated and the <br /> applicable emergency services listed in the Health and Safety Plan should be <br /> contacted. <br /> 3. Immediately contact a project supervisor to notify them of the situation. <br /> 4. If there is no immediate hazard: <br /> o Attempt to identify the type of utility which was encountered. <br />
