Responsible Party Initial Contact Letter for - 3 - 08 November 2021 <br /> Stockton Propeller, Inc. <br /> 2478 North Wilcox Road, Stockton, <br /> San Joaquin County, California 95215 <br /> SP-10A Clear yellowish liquid from a No Exceedances <br /> seven-gallon holding container <br /> underneath the sink <br /> The preliminary laboratory results presented in Table 1 warrant further investigation, <br /> including, but not limited to: inspection of the septic tank condition, collection and <br /> analysis of additional samples from the septic tank and leach field, and completion of a <br /> groundwater investigation. The Central Valley Water Board has authority to require <br /> further investigation, submission of information and reports, direct action, including <br /> restoring the affected area to background conditions (i.e. the soil and water quality that <br /> existed before the discharges), establish regulations (i.e. Water Code section 13267 or <br /> 13304), levy penalties and bring legal action when necessary against the Responsible <br /> Parties (RPs). The Central Valley Water Board has identified multiple RPs for <br /> discharges of hazardous waste at the Site. The RPs include the property owners, Wiley <br /> and Shawna Lynn Chandler, the business owner, VRC Metal Systems (contact Jason <br /> Boone), and the discharger, Mike Belmont of Stockton Propeller, Inc. <br /> One of the most effective ways for RPs and Water Board staff to be involved in clean up <br /> oversight is through the Cost Reimbursement Program. This Program assures a <br /> responsible party that Water Board participation will be efficient and timely. Central <br /> Valley Water Board staff request at least one RP enter into voluntary enrollment into the <br /> Cost Recovery Program within 30 days of the date of this letter. More information can <br /> be found here and will follow in a separate letter. <br /> Should you have any questions regarding this letter, the Cost Recovery process, or the <br /> request for additional site investigation, please contact Amber Ginorio at (916) 464-4670 <br /> or by email at Amber.Ginorio(a)_waterboards.ca.gov. Central Valley Water Board staff <br /> can also setup a meeting or phone conference to discuss further.
