Responsible Party Initial Contact Letter for - 2 - 08 November 2021 Stockton Propeller, Inc. 2478 North Wilcox Road, Stockton, San Joaquin County, California 95215 referred to the SJCEHD. After investigating, the SJCEHD issued a Sewage Disposal Notice to Abate on 27 May 2021 and again on 18 August 2021 due to failure to comply. On 3 June 2021, the Department of Toxic Substances Control (DTSC) Office of Criminal Investigations (OCI) collected 13 samples as evidence in support of an investigation into alleged illegal storage, treatment, and disposal of hazardous waste by the Site (OCI Case # 15242). The samples were analyzed for total metals [total threshold limit concentration (TTLC)], WET [soluble threshold limit concentration (STLC)], toxicity characteristic leaching procedure (TCLP), metals, pH, hexavalent chromium, cyanides, and Fish Bioassay (DTSC, 2021). Six samples were characterized as toxic (sample identification #s SP-02, SP-04, SP-05, SP-07, SP-08, and SP-09), and three samples were characterized as corrosive (sample identification #s SP-01, SP-02, and SP-03). The cyanides and Fish Bioassay analysis is still pending laboratory review. Mike Belmont, manager of Stockton Propeller, Inc., confirmed samples SP-01, SP-02, SP-03, and SP-10A were collected from containers that are normally disposed directly into the on-site septic system. Mike Belmont estimated approximately 5 gallons per day of these chemicals have previously been disposed into the septic system for an unknown number of years. The results for SP-01, SP-02, SP-03, and SP-10A are presented in Table 1. The other samples that were classified as toxic or corrosive were collected from similar containers that were either improperly disposed of into the trash or heated to accelerate evaporation to the atmosphere (DTSC, 2021).
