Responsible Party Initial Contact Letter for - 2 - 08 November 2021 <br /> Stockton Propeller, Inc. <br /> 2478 North Wilcox Road, Stockton, <br /> San Joaquin County, California 95215 <br /> referred to the SJCEHD. After investigating, the SJCEHD issued a Sewage Disposal <br /> Notice to Abate on 27 May 2021 and again on 18 August 2021 due to failure to comply. <br /> On 3 June 2021, the Department of Toxic Substances Control (DTSC) Office of Criminal <br /> Investigations (OCI) collected 13 samples as evidence in support of an investigation into <br /> alleged illegal storage, treatment, and disposal of hazardous waste by the Site (OCI <br /> Case # 15242). The samples were analyzed for total metals [total threshold limit <br /> concentration (TTLC)], WET [soluble threshold limit concentration (STLC)], toxicity <br /> characteristic leaching procedure (TCLP), metals, pH, hexavalent chromium, cyanides, <br /> and Fish Bioassay (DTSC, 2021). Six samples were characterized as toxic (sample <br /> identification #s SP-02, SP-04, SP-05, SP-07, SP-08, and SP-09), and three samples <br /> were characterized as corrosive (sample identification #s SP-01, SP-02, and SP-03). <br /> The cyanides and Fish Bioassay analysis is still pending laboratory review. <br /> Mike Belmont, manager of Stockton Propeller, Inc., confirmed samples SP-01, SP-02, <br /> SP-03, and SP-10A were collected from containers that are normally disposed directly <br /> into the on-site septic system. Mike Belmont estimated approximately 5 gallons per day <br /> of these chemicals have previously been disposed into the septic system for an <br /> unknown number of years. The results for SP-01, SP-02, SP-03, and SP-10A are <br /> presented in Table 1.
