For example, it
is unclear if duplicate or field blank samples will be collected.
Requested Action: Revise the SAP to include the QA and QC procedures.
COMMENT 13
Issue: The SAP neglects to provide information regarding how the down-hole drilling
equipment will be decontaminated.
Required Action: Equipment such as augers and any other down-hole drilling or
sampling equipment must be appropriate decontaminated between each borehole using
methods such as pressure washing or steam cleaning to reduce cross contamination
potential and subsequent biased sampling results between boreholes. Extra precautions
should be taken when handling hazardous and human waste.
COMMENT 14
Issue: The SAP neglects to provide information regarding whether the driller will be
licensed.
Required Action: Revise the SAP to include information regarding the driller's
qualifications. In the State of California, a driller must have a current California C-57
driller's license (see California Code of Regulations Title 16, Division 8, Article 3,
Section 832.57:
https://govt.westlaw.com/calregs/Document/187CF01 DOFAEC11 DEAB9F840E8C11 CE
E5?viewTvpe=FuIIText&origi nation Context=documenttoc&transitionTvpe=CategoryPag
eltem&contextData=(sc.Default)).
COMMENT 15
Issue: The SAP neglects to provide information regarding whether permits will be
obtained from the SJCEHD for the soil borings. Additionally, it is unclear how the soil
borings will be decommissioned and sealed.
Requested Action: Revise the SAP to include information regarding the permits that will
be obtained from SJCEHD prior to the start of field work. Additionally, please clarify how
the soil borings will be decommissioned. Central Valley Water Board staff recommend
following the San Joaquin County Well Standards (https://www.sogov.org/docs/default-
source/environmental-health-documents/well-permits/well-
standards.pdf?sfvrsn=40772261 3), Chapter 13.17, Requirements For Destroying
Monitoring Wells And Exploration Holes.
