COMMENT 2 Issue: The Draft SAP was not signed and stamped by a licensed professional. In accordance with the Order and the Business and Professions Code sections 6735, 6835 and 7835.1, work plans and technical or implementation reports containing geologic or engineering evaluations and/or judgments shall include the professional license stamp, signature, and statement of professional certification (i.e., California Professional Geologist or California Professional Engineer; Central Valley Water Board, 2022b see Required Actions section 4b). Required Action. Please ensure all future reports, including the Final SAP, which contain site-specific data, data interpretations, professional judgement, or recommendations comply with this requirement and that they include the professional license stamp, signature, and statement of professional certification (i.e., California Professional Geologist or California Professional Engineer). COMMENT 3 Issue. The Order requires all reports submitted to Central Valley Water Board to include the following statement and be signed by at least one of the Parties (Central Valley Water Board, 2022b see Required Actions section 5): "I certify under penalty of law that this document, including all attachments and supplemental information, were prepared under my direction and supervision in accordance with a system designed to assure that qualified personnel properly gathered and evaluated the information submitted. Based on my inquiry of the person or persons who manage the system, or those persons directly responsible for gathering the information, the information submitted is, to the best of my knowledge and belief, true, accurate, and complete. I am aware that there are significant penalties for submitting false information, including the possibility of fine and imprisonment." The Draft SAP neglects to include this statement. Required Action. Please ensure the Final SAP includes the above statement and is signed by one or more of the Parties. COMMENT 4 Issue: Section 3- Proposed Investigation Tasks states addenda to the Draft SAP will be prepared pending results of the septic tank assessment and identification of the leach field location. Central Valley Water Board staff concur an addendum or separate work plan is required to sample the leach field.
