Draft Sampling & Analysis Plan - 2 - 13 July 2022 <br /> Stockton Propeller, Inc. <br /> 2478 Wilcox Road, Stockton <br /> hereafter referred to as the "Parties," on 10 May 2022 (Central Valley Water Board, <br /> 2022b)'. <br /> The Order required a work plan to be submitted to Central Valley Water Board staff by <br /> 25 May 2022. SPI verbally requested an extension on 24 May 2022 and submitted a <br /> written request on 26 May 2022. On 1 June 2022, the Central Valley Water Board <br /> Assistant Executive Officer, John Baum, approved the submittal date to 10 June 2022. <br /> The Sampling Plan was originally sent to the Central Valley Water Board on 5 January <br /> 2022 by Jason Boone of VRC Metals Systems, but subsequent revisions were issued <br /> on 17 February and 25 February 2022 due to updated information received from the <br /> property owners regarding the septic tank. On 25 March 2022, Central Valley Water <br /> Board staff submitted comments in response to the 25 February 2022 SAP (Central <br /> Valley Water Board, 2022a). SPI did not provide a response to Central Valley Water <br /> Board staff comments, but the Draft SAP incorporates the comments, unless otherwise <br /> identified in the below comments. <br /> Central Valley Water Board staff has the following comments on the 10 June 2022 Draft <br /> SAP. <br /> COMMENT 1 <br /> Issue: As previously mentioned, the Order requires a work plan to be submitted to <br /> Central Valley Water Board staff by 25 May 2022. SPI Submitted the Draft SAP on 10 <br /> June 2022, with approval for late submission by the Assistant Executive Officer. <br /> However, SPI was required to submit a final SAP. Draft documents require more time to <br /> finalize, which can delay the project. The Order requires field work to be completed by 1 <br /> October 2022, and for SPI to submit final documents to keep the project on schedule. <br /> Central Valley Water Board Assistant Executive Officer has agreed to not enforce the <br /> requirement that the SAP be a final document for this requirement only in the interest of <br /> staying on schedule. <br /> The process going forward will be as follows: SPI is expected to formally respond to <br /> Central Valley Water Board staff comments on the Draft SAP and issue a final SAP <br /> (Final SAP) that incorporates those responses within 30 days from the date of this letter. <br /> Central Valley Water Board staff will review the responses to comments and <br /> corresponding Final SAP and verify compliance with the Order. If necessary, Central <br /> Valley Water Board staff may request additional revisions until an adequate SAP is <br /> approved by the Assistant Executive Officer. At that point, the Assistant Executive <br /> Officer will issue a concurrence letter and SPI can begin field work. If SPI has any <br /> questions with the following comments or would like to discuss further prior to <br /> submitting a Final SAP, Central Valley Water Board staff would be willing to review <br /> References can be found at the end of this letter in the References section. <br />
