®:M PEA Work Plan <br /> Martin Metals Finishing Inc. (Former) <br /> Stockton, California <br /> 1 INTRODUCTION <br /> CDIM Engineering, Inc. (CDIM) prepared this Preliminary Endangerment Assessment (PEA) Work Plan <br /> on behalf of Fairgrounds Industrial Park LLC (the Owner) to collect analytical data of known quality in order to <br /> assess impacts of the historic operations at the Martin Metal Finishing, Inc. (MMF) location at 1250 South Wilson <br /> Way in Stockton, California (the Site; see Figure 1) and identify whether additional information, remediation or <br /> mitigation is necessary to achieve Site closure certification from the California Environmental Protection Agency <br /> (CaIEPA) Department of Toxic Substances Control (DTSC). <br /> The work is being performed according to the Standard Voluntary Agreement (SVA) for Martin Metal <br /> Finishing, Inc, 1250 South Wilson Way, Stockton (Site Code: 102475& Docket#: HAS-FY21/22-146)dated June <br /> 6, 2022 (DTSC, 2022). A scoping meeting' was held on June 9, 2022. CDIM then submitted a combined <br /> Preliminary Endangerment Assessment (PEA) (Task 4) and Supplemental Site Investigation [SSI] Work Plan <br /> (Task 5.1). Following the submittal of the PEA and SSI Work Plan dated July 25, 2022, DTSC responded with a <br /> comment Ietter2 requesting the preparation of a PEA Work Plan in lieu of the PEA and SSI Work Plan and providing <br /> other comments. Appendix A includes a responsiveness summary showing how DTSC comments were <br /> incorporated into this PEA Work Plan. <br /> This report is being submitted to DTSC's Site Mitigation and Restoration Program for review and approval <br /> and is intended to satisfy Task 4.1 (PEA Work Plan), Task 17 (Health and Safety Plan), and Task 18 (Quality <br /> Assurance/Quality Control [QA/QC] Plan).3 The SVA applies to the Site and any off-site area to which hazardous <br /> substances have or may have migrated from the Site. <br /> ' Scoping meeting held at 1:30 PM on June 9,2022 between Daniel Ochoa and Joseph Tapia of DTSC and Scott Bourne and <br /> Kylie Cush of CDIM.
