(Former) <br /> Stockton, California <br /> 2 PROJECT BACKGROUND <br /> 2.1 Purpose <br /> The Owner is identifying options for future disposition of the Site along with the eight other parcels <br /> comprising Fairgrounds Industrial Park (FIP). This PEA Work Plan has been prepared per the Preliminary <br /> Endangerment Assessment Guidance Manual (DTSC, 1994). The purpose of this PEA Work Plan is to describe <br /> procedures for collecting data of known quality to address data gaps from previous Site investigations and to <br /> collect data representative of current Site conditions, the objective of which is to evaluate the ongoing impact of <br /> historical MMF activities on the Site and in Mormon Slough and any necessary remediation or mitigation to achieve <br /> Site closure certification from the DTSC. The data generated when implementing this Work Plan will be used to <br /> prepare a PEA. <br /> 2.2 Site Description and Use <br /> The Site occupies a portion of the 6.65-acre San Joaquin County Assessor's Parcel Number(APN) 155- <br /> 120-07 within FIP, a multi-tenant industrial business park, which is zoned as Industrial-General (I-G)/ Industrial- <br /> Limited (I-L). The Site is an approximately 8,500 square foot unit (Building B-12 of FIP) within an approximately <br /> 120,000 square foot warehouse structure of stucco and wood frame construction, and paved parking area (Figure <br /> 2). The MMF operations occurred in the easternmost 150 feet of the warehouse and the associated parking area. <br /> The Site is surrounded by industrial businesses within FIP,which is bounded to the south by East Charter <br /> Way(also known as East Doctor Martin Luther King Jr. Boulevard)and the San Joaquin Fairgrounds, to the north <br /> by Mormon Slough, to the west by South Wilson Way, and to the east by other industrial properties. The San <br /> Joaquin County Fairgrounds, land zoned for public facilities, is located approximately 300 feet south of the Site, <br /> and residential areas are found approximately 600 feet north of the Site. A six-foot chain-link fence with locking <br /> gates surrounds FIP and the Site. <br /> Since MMF departed the Site in 1990, numerous industrial and light industrial businesses have occupied <br /> the Site. It is currently occupied by an industrial business that performs welding and assembly of steel beams. <br /> Limited hazardous material use occurs on Site; current Site use does not involve subsurface activity. Figure 3 <br /> contains photographs of the existing Site conditions, including the building, concrete drainage trench, drainage <br /> pipe, and outfall to Mormon Slough. Operations adjacent to the Site within FIP include sign and panel <br /> manufacturers, a garage door supplier, a rubber and gasket company, van transportation storage, architectural <br /> stone storage, warehousing, and outdoor storage of truck bodies. <br /> The current and proposed future Site use is industrial, and the future Site owner may redevelop the Site <br /> for commercial or industrial use. No residential land use is proposed for the Site. <br /> 2.3 Site Geology and Hydrogeology <br /> The general topography at the Site is flat with a gentle slope to the north towards Mormon Slough.Surface <br /> elevation at the Site is approximately 20 feet above mean sea level (ft amsl). The Site lies on the northern portion <br /> of San Joaquin County and within the Great Valley geomorphic province. Geologic formations underlying the Site <br /> include layered alluvial fan deposits consisting of gravelly loam (silt-clay materials) and sandy loam from granitic <br /> CDIM—Fairgrounds Industrial Park Page 2 <br />
