®:� Quality Assurance/Quality Control Plan <br /> Martin Metals Finishing Inc. (Former) <br /> Stockton, California <br /> 1 INTRODUCTION <br /> This Quality Assurance/Quality Control (QA/QC) Plan has been prepared to support the Preliminary <br /> Endangerment Assessment (PEA) to be conducted by CDIM Engineering, Inc. (CDIM) on behalf of Fairgrounds <br /> Industrial Park LLC (the Owner) to assess impacts of the historic operations at the Martin Metal Finishing Inc. <br /> (MMF)location at 1250 South Wilson Way in Stockton, California (the Site)and to identify whether remediation or <br /> mitigation is necessary to achieve Site certification from the CaIEPA Department of Toxic Substance Control <br /> (DTSC). The QA/QC Plan is being submitted to DTSC's Site Mitigation and Restoration Program for review and <br /> approval and is intended to satisfy Task 18 of the Standard Voluntary Agreement(SVA)for Martin Metal Finishing, <br /> Inc, 1250 South Wilson Way, Stockton (Site Code: 102475 & Docket#: HAS-FY21/22-146) dated June 6, 2022 <br /> (DTSC, 2022). <br /> 1.1 Project Description <br /> The Site occupies a portion of the 6.65-acre San Joaquin County Assessor's Parcel Number(APN) 155- <br /> 120-07 within Fairgrounds Industrial Park (FIP), a multi-tenant industrial business park. The Site is an <br /> approximately 8,500 square foot unit (Buildings B9 and B10 of FIP)within an approximately 120,000 square foot <br /> warehouse structure of stucco and wood frame construction, and paved parking area. The MMF operations <br /> occurred in the easternmost 150 feet of the warehouse and the associated parking area. <br /> The Owner plans to sell the Site along with the eight other parcels comprising FIP prior to 2023. The <br /> current and proposed future Site use is industrial,and the future Site owner may redevelop the Site for commercial <br /> or industrial use. No residential land use is proposed for the Site.The owner intends to obtain Site closure through <br /> the DTSC prior to selling FIP. <br /> The goal of the PEA is to address data gaps from previous Site investigations and to collect data <br /> representative of current Site conditions,the objective of which is to evaluate the ongoing impact of historical MMF <br /> activities on the Site and in Mormon Slough and any necessary remediation or mitigation to achieve Site closure <br /> certification from the DTSC. The scope of the PEA consists of the following major elements: <br /> • Site preparation, including utility clearance; <br /> • Subsurface and sub-slab soil gas sampling at the former MMF operations; <br /> • Trench sediment sampling; <br /> • Soil boring installation and shallow and subsurface soil sampling; <br /> • Laboratory analysis and results interpretation; and <br /> • Submittal of a report summarizing findings of the investigation. <br /> CDIM—Fairgrounds Industrial Park Page 1 <br />
