HSP-12
C910M Hearing Conservation
a. "!`.'"° Rev. 0 5/24/2022
Job Safety Analysis (JSA)documents will identify those activities where excessive noise may be expected.
On job sites where excess noise is anticipated, initial sound level meter readings will be recorded by the
SHSO to determine whether hearing protection is required. When a sound level eight hour Time Weighted
Average (TWA) is expected to exceed 80 dBA, decibel readings shall be recorded hourly. Noise monitoring
records are kept with the project records.
All CDIM employees and subcontractor personnel will wear hearing protection, with a Noise Reduction
Rating (NRR) of at least 20, when noise levels may exceed 85 dBA. Employees and subcontractors may,
at their discretion, don hearing protection at lower noise levels.
4.2 Hearing Conservation Program
CDIM will develop a Hearing Conservation Program (HCP) in the event that employees are found to have
an eight-hour TWA exposure exceeding 85 dBA. The HCP shall meet the requirements of the Hearing
Conservation Amendment to OSHA's Occupational Noise Exposure Standard, 29 CFR 1920.95. This HCP
shall cover exposure monitoring, audiometric testing, hearing protection, employee training and record
keeping.
Audiometric testing must be performed under medical supervision and consists of baseline and annual
audiograms. Audiometric testing must be performed under the supervision of a physician, a professional
audiologist or an otolaryngologist; a qualified technician conducts all tests. Tests must be conducted in a
booth that meets ANSI S3.1 (R1971), Criteria for Background Noise in Audiometer Rooms. The test
includes frequencies in the 500 to 6000 Hz range and is performed after 14 hours of no excessive noise
exposure. The test measures the Standard Threshold Shift (STS)of 10 dBA in the 2,000, 3,000 and 4,000
Hz bands. Audiometric testing records are part of medical surveillance records.
5.0 TRAINING
Training will be provided to employees on use of hearing protection and, if applicable, the Hearing
Conservation Program. The initial 40-hour Hazardous Waste Operations and Emergency Response
(HAZWOPER) and annual 8 hour refresher training required by the CDIM Corporate Safety Plan also.
6.0 RECORDKEEPING
All records generated to comply with this HSP will be maintained in accordance with the CDIM record
retention policy or applicable laws and regulations; whichever require a longer retention period.
7.0 REFERENCES
CDIM Corporate Health and Safety Program
29 CFR 1910, Occupational Safety and Health Standards
29 CFR 1926, Safety and Health Regulations for Construction
29 CFR 1910.95, Occupational Noise Exposure
8 CFR 5097, Hearing Conservation Program
