1.0 INTRODUCTION <br /> This work plan is being submitted as the Work Plan for Site Mitigation Well & Boring <br /> Permit Application for the Site located at 1537 N. Wilson Way, Stockton, CA. See Figure <br /> 1 for a site location map. A&M Environmental Services (A&M) is submitting this work <br /> plan on behalf of Harman KFC Investments, LLC. <br /> This work plan was developed according to the guidelines of the State of California <br /> publication, Leaking Underground Fuel Tank (LUFT) Field Manual: Guidelines for Site <br /> Assessment, Cleanup, and Underground Tank Closure; the Tri-Regional Board Staff, <br /> Recommendations for Preliminary Investigation and Evaluation of Underground Tank <br /> Sites; and Title 23, Division 3, Chapter 16 of the California Code of Regulations and <br /> ASTM Standard E1903-19. Additionally all work will comply with the requirements of the <br /> San Joaquin County Environmental Health Department. <br /> 2.0 SITE DESCRIPTION <br /> The subject property is described as San Joaquin County Assessor Parcel Number (APN) <br /> 117-200-280 located at 1537 N. Wilson Way, Stockton, CA. The subject property is <br /> accessed off either N. Wilson Way or N. Harding Way. The subject property consists of <br /> one (1) parcel that is approximately 0.761 acres. The subject property is located in a <br /> commercial/retail area of Stockton with commercial /retail adjacent to the north, south, <br /> east and west. See Figure 2 for a site facility map. <br /> 3.0 SITE HISTORY <br /> A Phase I Environmental Site Assessment was performed on the subject property on 23 <br /> March 2024 by AEI. The following recognized environmental condition (REC) was <br /> identified: <br /> • According to historical sources, the southern portion of the subject property at <br /> 1501 North Wilson Way appears to have been developed with a gasoline service <br /> station for a period of time from 1930 to at least 1975. AEI contacted the City of <br /> Stockton and the San Joaquin County Environmental Health Department in order <br /> to obtain information relating to the former service station. No information <br /> pertinent to the status and operation of an UST system and/or the removal of <br /> USTs was on file with these agencies. In addition, no documentation was <br /> available indicating whether soil and/or other subsurface media samples were <br /> collected and analyzed for the presence of petroleum hydrocarbon in the <br /> subsurface media.
