3.0 IDENTIFICATION OF ALL PAST AND CURRENT SOURCES OF <br /> CONTAMINATION <br /> Discussions of the methods used to research and investigate the potential or known above and <br /> belowground sources of contamination at the project site. <br /> The following sources of information have been utilized during the completion of this report: <br /> • Site owner provided environmental documents pertaining to the Site, including various <br /> historical resources(aerial photographs, topographic maps and city directories). <br /> • Technical reports pertaining to the Site available on the State of California Water Resources <br /> Control Board Geotracker database/system. <br /> • San Joaquin County Environmental Health Department (EHD) and Central Valley Regional <br /> Water Quality Control Board (RWQCB) issued no further actions letters and closure <br /> summaries pertaining to the Site. <br /> • Correspondence pertaining to the Site from the California Department of Conservation <br /> Geologic Energy Management Division. <br /> • Publicly available environmental databases (Federal, State, Tribal and local government). <br /> • Visual observations of the Site and surrounding properties. <br /> • Interview with the Site owner. <br /> Description of all past on-site potential and/or known above and below ground sources of <br /> contamination identified at the project site. <br /> The former use of the Site as a sugar refinery included various infrastructure that resulted in certain <br /> above and below ground potential and known sources of contamination. These features were <br /> decommissioned, assessed and mitigated to the satisfaction of three different regulatory agencies. <br /> Potential and known impacts identified at the Site included the following: <br /> • Minor spills of chemical products associated with former Site operations. <br /> • Generation of hazardous waste and use of hazardous materials associated with former Site <br /> operations. <br /> • A release of No. 6 fuel oil to the ground surface from a former 420,000-gallon aboveground <br /> storage tank(AST) <br /> • Releases of petroleum hydrocarbons from multiple former underground storage tanks (UST) <br /> and residual subsurface impacts of media including soil, soil gas and groundwater. <br /> • Former waste water treatment ponds in the northern portion of the Site. <br /> • The former present of a dry gas well at the Site. <br /> Description of all current on-site potential and/or known above and below ground sources of <br /> contamination identified at the project site <br /> Current uses of the Site are not indicative of nor have to potential to result in above and below ground <br /> potential or known sources of contamination. <br /> Surface and Subsurface Contamination Evaluation February 9,2026 <br /> Parcel Map 17017,Tracy,California <br /> Page 3 of 7 <br />
