2.0 PAST, PRESENT AND PROPOSED FUTURE USES OF THE SITE
The Site is a former historical sugar refinery, which included several warehouse and shop buildings,
aboveground storage containers, large storage silos and truck scales. The Site was developed as a sugar
refinery in 1917 by Pacific Sugar Company. The Site was occupied by Pacific Sugar Company until
approximately 1926, when the Site became occupied by Holly Sugar Corporation, which at the time
was a subsidiary of Imperial Sugar Corporation. During the 1960s and 1970s, several man-made waste
water ponds were expanded and/or constructed in the northern portion of the Site. During the 1980s,
the factory complex area was expanded with construction of several new structures including a six
building agricultural research facility. In 2005, Holly Sugar Corporation was purchased from Imperial
Sugar Corporation, and the Holly Sugar name was relinquished. Spreckels Sugar Company, Inc. was
chosen as the new name. The Site continued to operate as a sugar refinery until 2008,when the factory
shutdown.
The buildings on the proposed Lot 1 have addresses from 9500 to 9698 Sugar Road and consist of
various product suppliers and distribution companies, such as Ethan Allen and Future Foam. Parcel 2
addresses range from 20500 to 20524 Holly Drive and are used for sugar storage and distribution as
well as a region office for BrightView landscapes services. The newest buildings on Lot 3 are in the
9400 block of Arbor Ave (no addresses assigned yet). Parcel 4 is known as 9370 Sugar Road and is
currently paved yard for Micheals Stores. The Designated Remainder lot was former evaporation
ponds for the sugar processing facility that previously occupied the Site. No development is planned
on this lot at this time.
No hazardous substances or petroleum products are currently utilized at the Site, and no current uses
are of environmental concern. In addition, neither the current, nor past uses of the Site are an
environmental constraint for the future proposed uses of the Site.
Surface and Subsurface Contamination Evaluation February 9,2026
Parcel Map 17017,Tracy,California
