(Forward) is pleased to submit this Quarterly Monitoring Report—First Quarter 2026 for the Forward <br /> Landfill, in accordance with the Monitoring and Reporting Program (MRP) specified in the Forward Landfill Waste <br /> Discharge Requirements set forth in the Central Valley Regional Water Quality Control Board (RWQCB) Order No. <br /> R5-2024-0002 (Order). <br /> During the first quarter 2026 monitoring period, the Forward Landfill Operations Manager reported that standard <br /> observations were conducted weekly and no surface water was discharged from the facility.Surface water samples <br /> were collected from two(ASW-1 and ASW-2)surface water monitoring stations. <br /> For the unsaturated-zone monitoring stations, two suction lysimeters (LY-A and LY-Pond-N) contained sufficient <br /> liquid to collect a sample for analysis of volatile organic compounds (VOCs), and one suction lysimeter (LY-A) had <br /> sufficient volume to analyze for 1,2,3-trichloropropane. VOCs were detected at concentrations exceeding the <br /> applicable method detection limits (MDLs) or practical quantitation limits at one instance (LY-A). The remaining <br /> unsaturated zone monitoring stations were either dry or had insufficient water for sample collection. <br /> No Notice of Violations(NOVs)were issued by the RWQCB during first quarter 2026. <br /> No NOVs were issued by the San Joaquin County Environmental Health Department (SJCEHD) during first quarter <br /> 2026.Three site inspections were conducted by the SJCEHD in first quarter 2026: <br /> • During the January 23,2026 inspection, no NOVs or areas of concern were noted. <br /> • During the February 12, 2026 inspection, no NOVs or areas of concern were noted. <br /> • During the March 23, 2026 inspection, no NOVs were noted.SJCEHD noted one area of concern regarding <br /> erosion channels observed on WMU-08 and surrounding area. Corrective actions were completed and <br /> noted in the inspection report. <br /> In addition to the NOVs issued by the SJCEHD,any non-statistical exceedances(VOC detections above MDLs)as well <br /> as exceedances of the concentration limits are considered violations of the Order.Forward submitted an Exceedance <br /> of Concentration Limits letter on April 30,2026,to document and address any exceedances at the Forward Landfill. <br /> In first quarter 2026,a total of 66 wells reported one or more VOCs exceeding their respective practical quantitation <br /> limits, with well 7833-MW-03 exhibiting the highest detection of any single VOC concentration, and CDCR-EW-04 <br /> exhibiting the highest total VOC concentrations. Non-statistical exceedances did occur at one program detection or <br /> upgradient well, MW-13A (MRP Table 1), meaning VOCs were detected above their respective MDLs at MW-13A. <br /> There was one exceedance above the concentration limits for inorganic parameters at detection and upgradient <br /> program monitoring well MW-26. <br /> (209)601-2274(o) <br /> ocordero@republicservices.com <br />
