2025 Annual Monitoring and Maintenance Report
Forward Landfill
The existing compost facility has obtained the appropriate approvals from the appropriate regulatory agencies to
operate (HDR 2021)and has obtained air permits from the San Joaquin Valley Air Pollution Control District to
cover its existing operations, including receiving, mixing, and storage; open windrow composting; finished
compost loadout; and compostable material handling (HDR 2021).
All material enters the compost facility through the resource recovery entrance off Austin Road and weight is
measured at the scale house. The material is screened for debris and then placed in windrows for composting.
Water from the composting areas flows to a retention basin located on the west side of the compost facility
designated as the detention pond. Figure 2 shows the composting areas of the facility and the detention pond.
3 Routine Monitoring Requirements
This section summarizes the required routine monitoring activities performed in 2025. Each section addresses a
routine monitoring requirement, as presented in the MRP of the General Order(State Water Board 2020).
3.1 Facility Inspections
The compost facility is inspected quarterly as part of the site monitoring. During 2025, Forward personnel reported
no unusual activity at the compost facility. The analytical results for samples collected from the detention pond
during inspections (when sufficient water was present) are summarized in Section 4. Appendix A includes
inspection forms of all operational surfaces (Section 3.1.1) and the waste management system (Section 3.1.2)as
required by Attachment B of the General Order(State Water Board 2020).
3.1.1 Operations Areas
To comply with the specifications of the General Order (State Water Board 2020) and Technical Report(HDR
2021), Forward personnel conduct inspections of all composting operations areas including inspection of
leachate, ponding, or surface failures such as cracking, spilling, or subsidence. Completed Forward inspection
forms for 2025 are provided in Appendix A. The observation reports include routine stormwater observations,
including observations made during inspections of composting operations areas.
3.1.2 Wastewater Management Plan
Potential process water from the composting working area surfaces flows to onsite drainage ditches and is then
directed to the onsite detention pond. Several best management practices (e.g., dust control and absorption of
surface water runoff) are implemented at the compost facility to reduce the potential for excess process water
generation during composting activities. Any process water generated in quantities that can be reused in the
composting process will be reintroduced into the composting process. The facility operators are trained to use
minimal water for dust control to minimize the generation of surface water runoff from the composting system.
www.arcadis.com 2
Forward Landfill 2025 Annual Monitoring&Maintenance Rpt_04012026
