2025 Annual Monitoring and Maintenance Report <br /> Forward Landfill <br /> 3.1.3 Annual Survey <br /> An annual survey is conducted before August 31 to confirm that all containment structures are prepared for the <br /> pending wet season, and to ensure that the approved grading and drainage plans are consistent with the existing <br /> grading and drainage and have not deteriorated or been significantly altered to prevent from eliminating and <br /> minimizing erosion and ponding, in compliance with the requirements of the General Order(State Water Board <br /> 2020) and Technical Report(HDR 2021). If construction, maintenance, or repairs are necessary, they must be <br /> completed by October 31. <br /> In 2025, there was no evidence of areas of deficiency such as cracking or subsidence in the containment <br /> structures; therefore, no corrective action was taken. The 2025 annual survey is presented in Appendix B. <br /> 3.1.4 Major Storm Events <br /> Precipitation, diversion, and drainage facilities are inspected following a major storm event in compliance with the <br /> specifications of the General Order(State Water Board 2020) and Technical Report (HDR 2021). If any damage <br /> or repairs are noted, Forward will complete repairs within 30 days of the inspection. A major storm event is <br /> defined as a minimum of one inch of precipitation within 24 hours. No damage or repairs were conducted during <br /> 2025. <br /> 4 Detention Pond Monitoring <br /> Detention pond monitoring is conducted quarterly by Del-Tech Geotechnical Support Services (Del-Tech), located <br /> in Oakdale, California. The current monitoring network consists of one pan lysimeter and one grab sampling <br /> location (compost pond; see Figure 2), from which Del-Tech collects samples when there is sufficient liquid for <br /> sampling. If liquid is detected in the pan lysimeter during an inspection, the State Water Board will be notified <br /> within 48 hours, and a sample will be analyzed for the monitoring parameters as stipulated in Table B-1 of the <br /> MRP of the General Order(State Water Board 2020). <br /> 4.1 Sampling and Laboratory Analysis <br /> Sampling for the detention pond was conducted in accordance with the Sampling and Analysis Plan (Appendix <br /> C). During 2025, the pan lysimeter was dry. The grab sampling location was sampled in the first, second, and <br /> fourth quarters of 2025, but the location had insufficient water for sampling in the third quarter of 2025. Samples <br /> were collected by Del-Tech and submitted to Pace Analytical Environmental Services, a state-certified laboratory. <br /> During sample collection, field parameters were also measured, including specific conductance and pH, and <br /> recorded on field data sheets(Appendix D)as stipulated in Table B-1 of the MRP of the General Order(State Water <br /> Board 2020).The raw laboratory data, certificates of analyses, and chain-of-custody records related to the sampling <br /> program are provided in Appendix E. Field measurements and laboratory analytical data for the detention pond are <br /> summarized in Table 1. <br /> The laboratory analytical reports provided in Appendix E present only the analytical data required by the MRP of <br /> the General Order (State Water Board 2020).
