2025 Annual Monitoring and Maintenance Report <br /> Forward Landfill <br /> As required by the General Order, detention ponds, if used, must be managed to maintain a dissolved oxygen <br /> concentration in the upper zone (1 foot) of at least 1.0 milligram per liter (State Water Board 2020). The detention <br /> pond was in compliance with this requirement in 2025. Dissolved oxygen measurements are included in Table 1 <br /> and Appendix G. <br /> 5 Annual Compliance <br /> This section describes any Notifications of Violations (NOVs) and any corrective action monitoring conducted at <br /> the Site during 2025. <br /> 5.1 Notification of Violations <br /> No NOVs were issued during 2025 by the RWQCB in regards to the compost facility. <br /> One outstanding NOV of the Cleanup and Abatement Order exists for the Site (RWQCB 2023). To comply with <br /> the Cleanup and Abatement Order, remedial corrective action is planned, which will include the installation of a <br /> groundwater extraction and treatment system and control measures applied to the total volatile organic compound <br /> groundwater plume on the California Department of Corrections and Rehabilitation property. <br /> 5.2 Corrective Action <br /> No corrective action was conducted during 2025. <br /> 6 Summary <br /> This section summarizes the annual monitoring and maintenance conducted at the Site in 2025. <br /> • An annual survey was performed on August 29, 2025, confirming all containment structures are in good <br /> condition, and the structures were prepared for the wet season. <br /> • Analytical results for samples collected from the detention pond monitoring locations during 2025 are included <br /> in Table 1. In the third quarter of 2025, there was not sufficient water to be sampled. <br /> • The current monitoring network consists of one pan lysimeter at the compost facility. During 2025, the pan <br /> lysimeter was dry. <br /> • The detention pond was in compliance with the General Order requirement of maintaining a dissolved oxygen <br /> concentration in the upper zone (1 foot)of at least 1.0 milligram per liter. <br /> • No NOVs were issued during the year of 2025 by the RWQCB in regards to the compost facility; therefore, no <br /> corrective actions were taken. <br /> www.arcadis.com 4 <br /> Forward Landfill 2025 Annual Monitoring&Maintenance Rpt_04012026 <br />
