SANsJOAQUIN Environmental Health Department <br /> COUNTY <br /> Hazardous Materials Business Plan Program Inspection Report <br /> Facility Name: Facility Address: 7Date: <br /> VESTIS SERVICES LLC 17679 LONGEST, STOCKTON July 01, 2025 <br /> 11 CA Health and Safety Code 25505(a)(2) 1010005-Site Map with all required content electronically submitted <br /> OBSERVATION: The site map is inaccurate and needs to be updated. <br /> REGULATION GUIDANCE: site map that contains north orientation, adjacent streets, access and exit points, evacuation <br /> staging areas, hazardous material handling and storage areas, emergency response equipment, and, if present, loading <br /> areas, internal roads, storm and sewer drains, and emergency shutoffs, as well as additional map requirements the <br /> governing body of the unified program agency finds necessary. <br /> CORRECTIVE ACTION: Immediately log into the California Environmental Reporting System (CERS) at <br /> http://cers.calepa.ca.gov/, upload the correct or updated information, and submit to the EHD for approval. <br /> This is a Repeat(Class 2)Violation. <br /> 14 CA Health and Safety Code 25505(a)(4) 1020002 - Provided initial and annual training and maintained training records <br /> for a minimum of three years <br /> OBSERVATION: The facility failed to provide annual and initial training and to maintain training records for a minimum of <br /> three years. <br /> -HMBP training including the Emergency Response/Contingency Plan was not provided to all facility personnel. <br /> REGULATION GUIDANCE: The business plan shall include provisions for ensuring that appropriate personnel receive <br /> initial and annual refresher training. All employees shall be trained in safety procedures in the event of a release or <br /> threatened release of a hazardous material, including, but not limited to, familiarity with the following plans and <br /> procedures: (A) Immediate notification contacts to the appropriate local emergency response personnel and to the <br /> unified program agency. (B) Procedures for the mitigation of a release or threatened release to minimize any potential <br /> harm or damage to persons, property, or the environment. (C) Evacuation plans and procedures, including immediate <br /> notice, for the business site. This training shall be documented electronically or by hard copy and shall be made <br /> available for a minimum of three years. <br /> CORRECTIVE ACTION: Immediately provide employee training for appropriate personnel and submit a copy of the <br /> training records to the EHD. <br /> This is a (Class 2)Violation. <br /> Overall Inspection Comments <br /> An inspection checklist was provided to the facility operator on the day of inspection. A complete report was finished <br /> on 8/26/25 and replaces the initial checklist. <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting paperwork, <br /> by September 25, 2025. <br /> To minimize person to person contact EHD is choosing to write the name of person receiving the report instead of <br /> having them sign. <br /> Starting July 1, 2025, all in-office CERS help will be provided at the EHD hourly rate ($179).
