REGULATION GUIDANCE: site map that contains north orientation, adjacent streets, access and exit points, evacuation staging areas, hazardous material handling and storage areas, emergency response equipment, and, if present, loading areas, internal roads, storm and sewer drains, and emergency shutoffs, as well as additional map requirements the governing body of the unified program agency finds necessary. CORRECTIVE ACTION: Immediately log into the California Environmental Reporting System (CERS) at http://cers.calepa.ca.gov/, upload the correct or updated information, and submit to the EHD for approval. This is a Repeat(Class 2)Violation. 14 CA Health and Safety Code 25505(a)(4) 1020002 - Provided initial and annual training and maintained training records for a minimum of three years OBSERVATION: The facility failed to provide annual and initial training and to maintain training records for a minimum of three years. -HMBP training including the Emergency Response/Contingency Plan was not provided to all facility personnel. REGULATION GUIDANCE: The business plan shall include provisions for ensuring that appropriate personnel receive initial and annual refresher training. All employees shall be trained in safety procedures in the event of a release or threatened release of a hazardous material, including, but not limited to, familiarity with the following plans and procedures: (A) Immediate notification contacts to the appropriate local emergency response personnel and to the unified program agency. (B) Procedures for the mitigation of a release or threatened release to minimize any potential harm or damage to persons, property, or the environment. (C) Evacuation plans and procedures, including immediate notice, for the business site. This training shall be documented electronically or by hard copy and shall be made available for a minimum of three years. CORRECTIVE ACTION: Immediately provide employee training for appropriate personnel and submit a copy of the training records to the EHD. This is a (Class 2)Violation. Overall Inspection Comments An inspection checklist was provided to the facility operator on the day of inspection. A complete report was finished on 8/26/25 and replaces the initial checklist. Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement documenting the corrective actions that have been or will be taken for each violation, and any supporting paperwork, by September 25, 2025. To minimize person to person contact EHD is choosing to write the name of person receiving the report instead of having them sign. Starting July 1, 2025, all in-office CERS help will be provided at the EHD hourly rate ($179). To schedule an appointment, please call (209) 468-3420. AFTER THE COMPLIANCE DATE, EHD WILL BILL FOR ALL TIME AND ACTIVITIES ASSOCIATED WITH BRINGING THIS FACILITY BACK INTO COMPLIANCE.
