INTRODUCTION <br /> <br /> <br />The Hazardous Waste Exclusion Program (Program) described herein was developed for the North <br />County Recycling Center and Sanitary Landfill (NCRC&SL), in <br />San Joaquin County, California, which operates under Solid Waste Facilities Permit <br />No. 39-AA-0022, issued by the Solid Waste Local Enforcement Agency. Under this permit, the site is <br />prohibited from accepting regulated hazardous waste and liquids. <br /> <br />This Program is designed to prevent disposal of regulated quantities of hazardous wastes and <br />polychlorinated biphenyl (PCB) wastes at the site and to provide for the proper management of such <br />waste, if detected under the Program. It includes a continuous load checking program, additional <br />exclusion procedures, record keeping, training of personnel to recognize hazardous and PCB wastes, <br />and notification of the appropriate authorities if such waste is discovered at the facility.
