2

II. LOAD CHECKING PROGRAM

The key element of the Program is the load checking program which is ongoing rather than periodic
and random. This Program has been initiated at the site and involves screening for the unacceptable
wastes listed below.

Wastes which are not accepted at the NCRC&SL are the following common classifications:

Chemicals or chemical sludge which is toxic, corrosive, an irritant, or a strong sensitizer
Drugs
Infectious wastes
Radioactive wastes
Flammables or explosives
Free liquids or liquid residues in containers in which the containers are greater than five gallons
in volume
Oil, batteries, or fuel wastes
Pesticides or insecticides (properly neutralized and rinsed containers are allowed)
Bag house or air scrubber wastes
Asbestos wastes
Tank cleaning sludge or sediments
Contaminated soil or sand
PCBs (polychlorinated biphenyl)

The key element in the load checking program involves assigning a Refuse Worker to act as a load
checker to visually monitor the unloading area. This load checker examines the contents of vehicles
as they are unloaded, checking for unacceptable wastes. This person also records on a Load
Checker’s Log (Exhibit 1) the vehicle license plate number of each vehicle and the name of the
hauler, if the customer is a commercial hauler.
