LOAD CHECKER FINDS PROHIBITED MATERIALS ATTRIBUTED TO A CUSTOMER WHO <br />HAS LEFT THE SITE: <br /> <br /> This situation may arise when a load is checked after a customer, whose license plate number <br />has been logged, has left the site and the load is known to have been dropped by that <br />individual. <br /> <br /> If the waste is containerized for safe transport, it is moved to a hazardous waste storage locker <br />by site employees using a tractor loader. The container is marked with the date and time of <br />discovery, load checker or person who discovered the material(s), and the vehicle license plate <br />number of the responsible party. The incident is documented in the Load Checker’s Log and <br />the site’s Special Occurrence Log and the customer is contacted by telephone by the <br />supervisory personnel and informed of their responsibility to properly dispose of the prohibited <br />waste. The customer is advised to return to the site within 48 hours and remove such waste <br />from the site. The customer is also referred to the San Joaquin County Department of Public <br />Works, Solid Waste Division for obtaining information on proper disposal of the material(s). <br /> <br /> If the customer does not return to the site and remove the prohibited waste within 48 hours, the <br />customer is contacted again and advised that the County will have a licensed hazardous waste <br />hauler remove the material(s) from the site and perform ultimate proper disposal at a licensed <br />facility. The County will then proceed with proper disposal and the responsible party is billed <br />for the associated costs. <br /> <br /> If the waste is a spill, or is not containerized such that it may be transported, site staff will mark <br />off the area with traffic cones and divert unloading operations to a safe are. The customer is <br />contacted by the site supervisor and informed of the situation. Since the waste may not be <br />transported, except by a licensed hazardous waste hauler, the customer is informed <br />accordingly and that the customer will be billed for the removal and disposal costs. The <br />incident is recorded in the Load Checker’s Log and the site’s Special Occurrence Log. The <br />supervisory personnel then follows the procedures listed in Section IV, “Procedures for <br />Handling Identified Hazardous Waste”, for performance of ultimate disposal. <br /> <br /> If the customer refuses to accept responsibility for the waste, or denies having disposed of the <br />waste at the site, then Step C, below, will be followed. Also, the supervisory personnel will <br />report the incident to the Solid Waste Foreman for investigation and follow up.
