6 <br /> <br /> <br /> <br /> <br />III. ADDITIONAL EXCLUSION PROCEDURES <br /> <br /> <br />A. SIGNS <br /> <br /> Signs are posted at the entrance of the NCRC&SL which list the types of wastes which are <br />prohibited. In addition to indicating that hazardous wastes or liquids are not accepted, <br />examples are given in non-technical language. Such examples include the common <br />classifications listed in Section I of this report. An example of the signs posted at the entrance <br />is given as Exhibit 3. <br /> <br />B. QUESTIONING OF CUSTOMERS <br /> <br /> All users of the site are questioned as to the contents of their load by the Refuse Worker on <br />duty at the entrance. The customer is asked if their load contains hazardous/prohibited waste. <br />If the customer indicates that the load does contain hazardous/prohibited waste, the Refuse <br />Worker advises the customer to contact the County Department of Public Works, Solid Waste <br />Division at (209) 468-3066 for information on the proper disposal of the waste. <br /> <br />C. OBSERVATION BY SITE PERSONNEL <br /> <br /> In addition to observations for prohibited wastes that are conducted by the Load Checker in the <br />Program, site operating personnel are trained and directed to notice and identify prohibited <br />wastes which may be delivered to the site. These personnel include supervisors, gate <br />attendants, and equipment operators. <br /> <br />D. PERSONNEL TRAINING <br /> <br /> Training for site personnel has included 8 hours of training on the load checking program and <br />will also include classroom training to include a “Basic Hazardous Waste Awareness Course” <br />provided by the County Office of Emergency Services. This course includes information on <br />Basic Personal Safety, Identification and Placarding, Agency Involvement and Cleanup of <br />Hazardous Waste. Also, there is an adequate supply of minimal personal protection <br />equipment provided to personnel at the site. <br /> <br />E. NOTIFICATION TO SOLID WASTE HAULERS <br /> <br /> The NCRC&SL is used by licensed/franchised haulers collecting commercial and industrial <br />waste and by the general public. The licensed/franchised haulers have agreements with the <br />County to perform these collections. These collectors received notification by mail of the <br />following:
