All Rights Reserved <br /> 4 <br />In September 2017, monitoring well G-9 was drilled and installed as a new downgradient <br />monitoring well. <br />In October 2017, the Regional Board issued a Notice of Violation to North County Landfill due <br />to an inadequate monitoring network and release of waste outside the landfill unit. For the first <br />violation, per the NOV, only two (2) monitoring wells could be sampled during the first <br />semiannual 2017 monitoring period due to declining water levels across the region. The NOV <br />directed North County Landfill to reconstruct monitoring wells G-3D, G-6 and background <br />monitoring well G-1A. For the second violation, elevated methane was detected at gas probe <br />SG-6 and had an increase in concentration over first semiannual 2015 monitoring results, <br />indicating that the LFG extraction system was not controlling LFG. SG-6 is an interior monitoring <br />point and not part of the regulated perimeter monitoring network. The NOV directed North County <br />Landfill to assess and increase the corrective action measures around Module M1/M3 and <br />enhance the LFG extraction system. <br />The County responded in December 2017 to the NOV and committed to reconstructing <br />monitoring wells G-1A, G-3D, and G-6, and enhancing the LFG extractions efforts. However, it <br />was noted that due to budget restrictions, well installation would be delayed until the following <br />fiscal year. A continuing NOV and Rejection to Response to NOV letter was sent by the Board <br />on January 8, 2018. The Board reiterated the non-compliance with the WDRs for the <br />groundwater monitoring network and stated that until a groundwater monitoring network has <br />been installed and accepted as compliant, the Discharger could not place waste in Area 5B. <br />Upon receipt of the January 8, 2018 notification, the County prepared and submitted a work plan <br />for the installation of three new monitoring wells, G-5B, G-10, and G-11. On March 6, 2018, the <br />Board approved the monitoring well installation work plan and stated that upon approval of the <br />monitoring well network, the Discharger could resume waste placement in Area 5B. Monitoring <br />wells G-5B, G-10, and G-11 were installed in February and March 2018. Regional Board <br />approval of the monitoring network was received on April 3, 2018 and waste placement resumed <br />in Area 5B on April 17, 2018. <br />On August 4, 2021, the County received a Review of Second Semi-Annual and Annual 2020 <br />Groundwater and Surface Water Monitoring Report, and Site Inspection Report for the North <br />County Sanitary Landfill letter from the Regional Board. As part of the letter, the Regional Board <br />requested reevaluation of the Detection Monitoring Program (DMP) at the facility due to changes <br />in groundwater flow direction. As part of the evaluation, the Regional Board required assessment <br />of background and detection monitoring wells to establish updated concentration limits. The <br />Regional Board also required the addition of one groundwater monitoring well to be installed <br />along the eastern boundary of Module 5 to serve as a point of compliance well. <br />A Work Plan for Groundwater Monitoring Well (G-12), a Work Plan for LFG System Expansion, <br />and a cover letter were submitted to the Regional Board on September 13, 2021, to respond to <br />elements required in the August 4, 2021 letter. Regional Board’s review of the submittals was <br />received via email on September 21, 2021, and required preparation of a DMP evaluation to <br />assess monitoring wells G-5B, G-9, or G-11 for use as a background well and to propose a point <br />of compliance well for Module 5 based on groundwater flow direction since 2019.
