If the 500-year flood zone covers the refuse disposal area, the evaluation should analyze the predicted elevation of the flood waters to the landfill perimeter. If the predicted elevation covers the landfill, the flood event should be analyzed and assessed for potential erosion and saturation of the landfill due to the force of moving or standing water. Flooding can be caused by storms, heavy rains, changes in the landscape due to development, or failure of engineered flood control systems such as levees or dams. The BMP for the flood as a casual event states: • Flooding is not considered a reasonably foreseeable casual event if the landfill is not located in the 500-year flood zone. • For the purposes of determining corrective action, any landfill located within the 500-year flood zone needs to assess the potential damage resulting from the 500-year flood. The NCRCSL is located approximately 1.5 miles north of Mosher Creek and is at an elevation approximately 15 feet above said creek. Based on a recent review of the Federal Emergency Management Agency (FEMA) Flood Insurance Rate Map (FIRM) for the San Joaquin County, the NCRCSL is located within the FIRM Panel: 06077C0355F (see Figure 5). From the FEMA Flood Zone Designations section, the landfill is located within “Zone X, un-shaded” (see legend on Figure 5), which are areas determined to be outside the 500-year floodplain. Due to the location and elevation of the NCRCSL, it is predicted that the 500-year flood would not encroach on the site, therefore flood impacts are not considered reasonably foreseeable causal event for this facility. 4.5 Non-Seismic Long-Term Performance 4.5.1 Final Cover System The longevity of a properly protected geomembranes ranges from 200 to 750 years (EnviroCon Systems (2013), I-CORP International, 2010, Koerner, et.al., 2011, Malusis, 2010, and Hsuan, et.al., 1998). The post-closure maintenance plan discusses and has funding to provide post-closure maintenance activities such as cover repairs, erosion rills in the cover, cover sags, drainage maintenance, etc. Therefore, the long-term performance of the final cover is adequate for the life of the closure and no further assessment needs to be considered in this NWRCAP, and long- term performance issues are not considered reasonably foreseeable causal event for this facility.
