<br />Preliminary Closure and Postclosure Maintenance Plan 2-8 Department of Public Works/Solid Waste <br />North County Recycling Center and Sanitary Landfill County of San Joaquin <br /> <br />It is anticipated that two wells will be removed during buildout, providing a total of 11 groundwater monitoring wells to be maintained and monitored during the postclosure period. This anticipated final monitoring well network is included in the postclosure maintenance cost estimate. <br />Surface Water Surface water monitoring points will be selected to assess the impact, if any, of water contribution by the landfill to the Paddy Creek tributary. Samples will be taken where that tributary enters (the “upstream” sampling point) and exits (the “downstream” sampling point) the landfill property in the northern “mitigation zone.” <br />NPDES Stormwater Monitoring Stormwater will be sampled where it leaves the site or where it enters the “Waters of the State” at the site. These points include discharge into the Paddy Creek system at two locations, and discharge from the site to neighboring properties to the south and west (Figure 3 and Drawing 1). These discharge points are consistent with the discharge points established in the original PC/PMP (1990) based on historical stormwater flow patterns. <br />Unsaturated Zone The purpose of unsaturated (vadose) zone monitoring is to detect leachate leaks through the liner systems. The unsaturated zone monitoring network consists of one background monitoring station, VZ-1, and seven point-of-compliance monitoring stations, VZ-2 through VZ-8. It is anticipated that an additional 12 monitoring stations would be required for future area developments, for a total of 20 stations. Semiannual monitoring, and testing of moisture or gas in the unsaturated zone monitoring devices if detected, is included. This number of anticipated stations forms the basis for the postclosure maintenance cost estimate. <br />2.5.9 Site Security <br />The landfill site is secured by a barbed wire perimeter fence and a main entrance gate on Harney Lane, which is located on the north side of the facility (Figure 3). This gate is locked during non-operating hours. Similar fencing security will be maintained during the postclosure period. <br />2.5.10 Construction Quality Assurance Section 21790(b)(8)(C), requires a preliminary description of quality assurance methods pursuant to Sections 20323 and 20324 for closure activities. Section 20323 requires construction of final cover systems to be executed in accordance with a Construction Quality Assurance (CQA) Plan certified by a registered professional. Section 20324 presents requirements for the CQA Plan. <br />CQA Manuals for closure construction will be developed for the individual partial closure projects in compliance with Section 20324 and will be submitted for review concurrent with the Partial Final Closure Plans.
