<br />Preliminary Closure and Postclosure Maintenance Plan 2-9 Department of Public Works/Solid Waste <br />North County Recycling Center and Sanitary Landfill County of San Joaquin <br /> <br />elements of any partial closure or final closure will also be submitted for approval by regulatory agencies prior to final design. <br />Closure construction will be under the supervision of a Registered Civil Engineer or Certified Engineering Geologist. This person will provide oversight and will document that construction was performed consistent with the approved plans, the final construction specifications, the CQA Plan, and applicable regulations and permits. Upon completion of partial or final cover construction, this person will issue a certification report documenting the construction procedures, testing results, and conformance with the approved plans and specifications. Additionally, the certification report shall also include the as-built costs of closure in the same arrangement and sequence as the estimated costs of closure included in the approved final closure plan per Section 21880. <br />2.5.11 Leachate Monitoring and Control <br />Section 21790(b)(8)(F), requires a preliminary description of leachate (and landfill gas) monitoring control measures pursuant to Section 21160 for closure activities. Section 21160 (c) requires that during the postclosure maintenance period, the owner/operator shall ensure that leachate collection and control is done in a manner that prevents public contact and controls vectors, nuisance, and odors. <br />During the operational life of the landfill, leachate will be returned to the refuse away from potential public contact in accordance with the WDRs and present practice. Leachate will continue to be returned the refuse at a subsurface infusion point throughout the active life of the landfill and in the postclosure period. This practice removes the possibility of public contact. Final closure or partial closure will result in these areas being permanently closed to public access. This will ensure that the public does not contact leachate. <br />The design of the final closure leachate return systems will be submitted to regulatory agencies for approval with the Final Closure and Postclosure Maintenance Plan. <br />Leachate quantities and quality is currently monitored regularly in conformance with the WDR. This monitoring will continue into the postclosure period. <br />Development of the landfill prior to final closure will establish a total of ten leachate sumps operated, maintained, and monitored in the postclosure period (Drawing 2). This forms the basis for the postclosure maintenance cost estimate. <br />2.6 Site Life and Closure Schedule <br />Section 21780 (c)(3) requires that Final Closure Plans be submitted two years prior to the inception of final closure activities. In accordance with Section 21780(d)(2), implementation of partial final closure activities will commence after approval of the Partial Final Closure and Postclosure Maintenance Plans for those areas.
