<br />Preliminary Closure and Postclosure Maintenance Plan 3-4 Department of Public Works/Solid Waste <br />North County Recycling Center and Sanitary Landfill County of San Joaquin <br /> <br />Revegetation will use native grasses as defined by the soil conservation service. For postclosure maintenance, the following activities are proposed. This schedule may be adjusted to coordinate the WDRs in force at the time: <br />• Schedule annual review of planting for erosion control, and repairs where needed, no later than June 1st of each year. <br />• Schedule completion of the revegetation and landscaping work no later than October 30th of each year. <br />• Perform annual routine maintenance of the vegetated layer, including repair of damage caused by erosion or sedimentation, and periodic fertilization as necessary. <br />The County may choose to mow or to graze the cover to facilitate inspection for cracks and for fire prevention. <br />3.3.4 Inspecting and Maintaining the Final Grading <br />To maintain final grading: <br />• Erosion damage will be repaired as needed. <br />• Slopes will be inspected annually at the end of the rainy season. If repairs are needed to fill low spots or slope grade reversals, this will be accomplished during the summer before the onset of the next rainy season. <br />• Slopes will be monitored to ensure that grades promote positive drainage and prevent ponding or grade reversals in drainage facilities. <br />3.3.5 Settlement <br />Provisions will be made so that settlement can be measured and monitored throughout postclosure. These include installation of at least two permanent monuments at the site, and taking aerial topographic survey of the site upon completion of closure, and as needed throughout the postclosure maintenance period. <br />An iso-settlement map can be produced showing the change in elevation from the map produced upon closure and the most recent topographic map, with a contour interval of 2 feet sufficient to allow early identification of differential settlement. Where it appears that slope reversal is imminent or has occurred, regrading will be completed. <br />A record of these surveys and maps will be prepared and submitted to the appropriate regulatory agencies throughout the postclosure maintenance period. <br />3.3.6 Operations and Maintenance for LFG Migration Monitoring and Control System <br />The existing landfill has an LFG migration monitoring and control system comprised of 20 monitoring wells at minimum 1,000-foot centers along the monitoring perimeter of the landfill (Figure 3). On-site structures, if any, will also be monitored. This system will remain in service
